INTRODUCTION
The digital age has resulted in institutions, particularly universities, developing policies to guide them in the establishment of Institutional Repositories (IR) and other e-content, which have become critical infrastructure for scholarship.
The digital revolution has had an impact on how scholars create, communicate, and preserve new knowledge all over the world, and the development of IR has emerged as a new strategy that allows universities to apply serious, strategic plans to accelerate changes in scholarship and scholarly communication.
Due to the fact that most libraries are neither fully digital nor fully traditional, they have dual modes. Instead, they are hybrid libraries that house both printed and digitized materials while also providing access to larger digital collections through subscriptions.
The emergence and expansion of DLs indicate that these resources will significantly contribute to global learning and information. Today’s library is evolving into a comprehensive collection of digital content from all over the world. A digital library collection development strategy entails a strategy to bridge the information and knowledge divides through library digitization (Ayanbode, 2011).
DLs are well established in many higher education institutions in the developed world. Collection development policies guide the selection, acquisition, access, storage, and preservation of content in these libraries, which are made up of several components.
