Chapter One: Introduction
None of Kaduna State’s twenty-three (23) local government councils have matched the expectations and goals of the voters who elected them. Some people blamed their dissatisfaction on the council leaders. Leadership research is as polarising as the notion itself.
There are several local government leaders. The Local Government Chairman, like the Director of Human Resources, is a leader. The Treasurer is a leader, exactly like the Director of Works.
Nobody will declare the Head Driver, the Head of Security, or the Head Messenger to be non-leaders. They are each leaders in their own right.
Even if this research focusses mostly on political leaders, it may strive to determine whether leaders are born or made. In other planets, is successful leadership the result of sufficient training or a divine gift?
For example, is Muritala Mohammed’s good leadership the result of his training? Is Obafemi Awolowo’s credible leadership as Premier of the defunct Western Region a result of his training? President Nelson Mandela served 22 years in prison. Was this the result of his training while in detention?
This study will attempt to determine the role of funds, personnel, cooperation, fellowship, and, of course, leadership in the delivery of democracy dividends at the grassroots level.
Background of the study
This research on the relationship between leadership and its effects on performance, achievement, and goal realisation is being conducted as a case study at the Kaduna South Local Government.
There are numerous ideas and beliefs concerning leadership styles and their application in organised private sectors such as banking, manufacturing, and industry. Can these be applied and implemented in a politically influenced and controlled setting, such as local government in a federation like Nigeria?
In carrying out any collective job, leadership is a crucial factor that brings about either success or failure. Leadership is critical in providing direction and purpose for an organisation, such as Kaduna South Local Government, in order to achieve its goals. It also plays a significant role in the social relationships of work groups.
Leadership is the most important factor in determining and sharpening collective behaviour, especially when executed appropriately. In his method, each employee experiences a strong sense of commitment and dedication to attaining organisational goals.
Regardless of worker inequality, an appropriate leadership style can act as a magnet, attracting everyone to the centre and generating a formidable workforce. As the saying goes, unity is strength.
However, Kaduna South Local Government goals would never be fulfilled until adequate leadership is in place. It is vital to note that an individual employee’s successful performance is determined by both his personal traits and his specific environment.
A comprehensive examination of an employee’s knowledge, abilities, experience, attitude, and motivation leads to optimal productivity and efficiency on the work.
Because leadership works with the human resource element, it lays the groundwork for an organization’s effective use of material resources through individual skills, knowledge, and ability.
