A CASE STUDY OF INLAND WATERWAYS DEPARTMENT
ABSTRACT
In this paper, the author attempts to draw attention to the great potentials for cheap
transportation within the country, which the Niger and Benue rivers and their tributaries offer
Nigeria. The rivers which provided the first lines of communication from the coast into the
hinterland of the country were used extensively in the past in the evacuation of agricultural
produce from the hinterland to the sea ports, on their way to world markets. Their
navigability however was limited to the wet seasons, when the high discharges afforded
sufficient depths in the channels for commercial navigation.
Extensive studies and investigation have been conducted into the problems for year-round
shipping on these rivers, and recommendations made for ameliorating their navigability. The
paper outlines these recommendations and goes on to state that so far, apparent neglect and
inadequate funding have hindered significant implementation of the recommended
improvements. Inland Water Transport, in-spite of its acknowledged potentials lost out in
Nigeria to road, even for bulk goods over land hauls.
The paper goes on to suggest that this apparent neglect of a major natural resource should end
and the Federal Government of Nigeria be persuaded to embark on the recommended works
which will result in significant increase in the available depths in the channels of these rivers in
the dry season and engender year-round navigation. Also, the government should be
encouraged to show that it has the political will needed to develop these rivers for inland
water transport and provide necessary funds for their improvement.
