AN ANALYSIS OF ALLIED BANK OF NIGERIA PLC RURAL BANKING PROGRAMME. A CASE STUDY OF SAMINAKA AND GWANTU BRANCHES. (1989 – 1993)
ABSTRACT
The low level of economic activties coupled with the viscious circle of low productivity and low income in our rural areas forced the authorities to initiate some rural based programmes so that some of the inadequacies which are militating against rural development can be adressed. One of the strategies employed by the Government in this regard is the extention of banking services through the Rural Banking Programme to the rural areas which were until recently denied these essential services. The Rural Banking Programme is expected to address the issue of rural credit, it is expected provision of credit facilities to the rural populace will raise rural productivity and income level thus reversing the viscious circle trend that pervades the rural economy. The rural banking programme in the country was iniated in the year 1977. Some of the aims and objectives of the scheme are, inculcating banking habit to the rural people, saving, mobilisation and investing same in forms of loans and advances to the rural people. The scheme which was implemented in 3 phases have been able to record some success in achieving the stated objectives of the programme The project study examines the contribution and performances of Gwantu and Saminaka Rural Branches of Allied Bank of Nigeria PLC. In mobilising saving and investing same as credit to the people of the two areas. The study also examines the attitude of the people to the two branches. The finvide of the study was able to reveal that the two branches of the bank have been able to mobilise deposit and the deposit trend has been showing growth. Similarly the credit extention to the ruralites has been showing growth but at slower rate compared with the deposit growth. This findings confirms the hypothesis that rural bank can mobilise deposit and provide credits to the rural people. The reseach findings also confirm the hypothesis that rural banks enhance rural productivity. Finally the study reveals that credit is still a problem in the rural economy despite the existence of rural banks. The study was also able to reveal that greater percentage of the rural population have not been sufficiently mobilised. This finding is manifested even where there is the existence of a rural bank . The local people still shun away from the bank. Some recommendation were made to the authorities so as to make the rural banks more effective and popular. Some of the recommendations are re-activation of scheme which seems to have been abandoned. The Government should embark on publicity campaign among the rural populace so as to creat more awareness. The Government should continue to provide essential infrastructural facilites in the rural areas. Processing of Certificate of Occupany which is normally tendered as security for obtaining of bank loan should be made easier. Priority should be given to agricultural credit by the banks.
