With approximately 158 million inhabitants, Nigeria is the most populous country in Africa; it is a nation endowed with both natural and human resources. Nigeria is a nation endowed with natural and human resources (Adeyemi, 2012). Nigeria, along with many other countries in sub-Saharan Africa, is still considered to be one of the poorest countries in the world despite its abundant wealth (Dibie & Herron, 2002).
On the other hand, the lack of progress in Nigeria has been blamed on incompetent leadership, corruption, a poorly defined development framework, and overall inefficiency in the public sector (Adebisi, 2012; Adeyemi, 2012; Adesopo, 2011 and Iheriohanma, 2011). Okagbue (2012) cited a lack of moral integrity among local government officials as one of the causes for leadership failure in Nigerian local governments and the public sector in general. This was one of the reasons given for the failure of leadership in Nigerian local governments.
According to the Transparency International Corruption Perception Index for 2014, Nigeria ranked 136th out of 174 nations in terms of how corrupt they are considered to be (compared to number 144 in 2013). The rating for Nigeria was 25 out of a possible 100, where 0 indicates the highest level of corruption and 100 indicates the highest level of cleanliness. Cameroon, Iran, Kyrgyzstan, Lebanon, Russia, and Russia are some of the other countries that have the same score as Nigeria. According to the findings of the 2014 Global Corruption Barometer conducted by Transparency International, virtually every industry in Nigeria is plagued by corrupt practices. On a scale from 1 to 5, where 1 is not corrupt at all and 5 is extremely corrupt, the perception was that religious organizations were the least corrupt, earning a ranking of 2.2; this was followed by NGOs (2.4); the media (2.7); business and the private sector (2.9); the military (3.1); public officials and civil servants (3.5); the judiciary (3.7); the education system (3.8); parliament and the legislature (4.2); political parties (4.5); and the police (4.7). In Nigeria, many people believe that the police force is the most corrupt institution.
