Abstract

This study focused on the analysis of intra-urban traffic problems in Rivers State, namely the Port Harcourt Metropolis. The study’s overall population is 200 federal road safety professionals in Rivers state.

The researcher employed questionnaires to collect data. Descriptive A survey research design was used for this investigation. The survey included 133 respondents who served as marshal inspectors, rout commanders, assistant rout commanders, and junior officers. The acquired data was organised into tables and analysed using simple percentages and frequencies.

Introduction

1.1 Background of the Study

Cities and traffic congestion have coexisted since the earliest large human settlements, and the same forces that attract people to large urban areas also cause sometimes-intolerable levels of traffic congestion on urban streets and thoroughfares (OECD, 2007).

Traffic congestion in cities has been a concern since the early twentieth century, and it remains one of the most persistent issues confronting road users and urban planners around the world. According to Engwitch (1992), “Global Traffic Volume (GTV) would double between 1990 and the year 2020 and again by 2050.”

This type of growth trend, as projected for the end of 2020 and 2050, provides an indication of what the future of traffic congestion would entail for those living in urban areas. Traffic congestion is increasing in both large and small cities around the world, creating annoyance to those making intra-city business trips.

As a result, transportation congestion increases costs and reduces work hours (Atubi, 2008). Traffic congestion has been noted as a fundamental feature of Nigerian transport challenges; practically all state capital cities in Nigeria now suffer from traffic congestion (Moses, 2011).

The case of the Portharcourt metropolis is similar, with long traffic jams recorded in many parts of the city, and it appears that road traffic management tactics and officials are incapable of resolving the problem.

The important point here is that ways of mitigating this mobility problem and ensuring a smooth flow of urban traffic have been carried out in different studies, as exemplified by the work of urban transport scholars; some identified the causes and dimensions of traffic problems (Aderamo, 1990 & Bello, 1993).

Some investigated transport solutions (Ogunsanya, 1987; Omiunu, 1988; Bolade, 1989 & Ameyan, 1996), while others investigated traffic management systems (Ukpata & Etika, 2012; Olaogbebikan et al., 2013).

However, previous studies’ conventional approaches to traffic management, such as one-way streets, odd and even numbers, flyovers, the construction of new routes, the use of para-mass transit, park and ride systems, and so on, have failed to eliminate traffic congestion in Rivers state, particularly Portharcourt.

As a result, an in-depth study of the congestion situation, as well as a full road network analysis, would be extremely useful in comprehending the problem and proposing remedies.

Statement of the Problem

Most major cities across the world suffer from traffic congestion. Drivers and passengers in privately owned vehicles may lose significant time during a traffic bottleneck.

Despite extensive research and implementation of strategies to alleviate traffic congestion, the problem appears to be worsening on a daily basis. Based on this, the researcher want to explore or analyse the elements that contribute to traffic congestion along the Port Harcourt road corridor.

The objectives of the study

The study’s aims are:

To determine the problem caused by traffic congestion in Port Harcourt metropolitan.

To determine the reasons of traffic congestion in Port Harcourt metropolitan.

To determine the intra-urban traffic concerns in Portharcourt.

To propose a solution to intra-urban traffic concerns in Port Harcourt metropolitan.

Research Hypotheses

The researcher formulated the following research hypotheses:

H0: There are no problems caused by traffic congestion in Port Harcourt metropolis.

H1: There are problems caused by traffic congestion in Port Harcourt city.

H02: There is no answer to intra-urban traffic problems in Port Harcourt metropolitan.

H2: There is a solution to intraurban traffic difficulties in the Port Harcourt metropolis.

Significance of the Study

This report will be extremely important to students and policymakers. The study will provide a detailed picture of the intra-urban traffic challenges in Rivers state.

The study will make recommendations for long-term solutions to traffic congestion in Rivers state. The study will also serve as a resource for future academics working on the same problem.

Scope and limitations of the study

The study’s scope includes an analysis of intra-urban traffic problems in Rivers state, with a focus on the Port Harcourt metropolitan area. The researcher faces various constraints that limit the scope of the investigation;

a) AVAILABILITY OF RESEARCH MATERIAL: The researcher has insufficient research material, which limits the investigation.

b) TIME: The study’s time frame does not allow for broader coverage because the researcher must balance other academic activities and examinations with the study.

c) FINANCE: There is insufficient funding to source for the materials, thereby limiting the investigation.

Definition of Terms

Intra-urban: (not comparable) Within a metropolitan setting. Mass transportation would benefit intraurban commuting more than interurban commuting.

Traffic on roads is made up of road users such as pedestrians, ridden or herded animals, vehicles, streetcars, buses, and other conveyances that travel on public roadways, either alone or in groups.
