ANALYSIS OF LAND USE MANAGEMENT ACTIVITIES
ABSTRACT
Previous research on land use have focused on different aspects of development control, land administration, and land use planning. That is, issues of planning control, land allocation, and development control have not been treated as components of land use management together.
As a result, the purpose of this study was to address the components of land use management in Gwagwalada, which include planning control, land administration, and development control.
In light of the foregoing, the research was carried out using information acquired from interviews with respondents, a field survey, and data analysis using tables, figures, plates, and descriptive analyses.
Poor land use management in Gwagwalada has been discovered, with the allocation process lacking transparency, inadequate planning activities resulting in poor control development,
insufficient staff, inefficient land administration resulting in land speculation and revenue loss, and weak development controls resulting in inappropriate development.
The recommendations were made in three areas: a review of the Gwagwadada master plan, revocation of all areas allotted that are not in conformity with the land use concept with adequate consultations, and relocation to another location.
The development control department should raise public awareness, increase monitoring for development control activities, and increase enforcement to avoid land use violations. Finally, the land use management framework should be separated to allow for checks and balances inside the land use management component.
1.0.BRIEF INTRODUCTION
Man’s activities on and in relation to land result in land usage (Olomo 1997). William (2005) cites this.Planning control, land allocation and tenure, development control, and land use change management are the components of land use management. Effective land use management improves urban development efficiency.
The Federal Capital Territory (FCT) Abuja regional development plan advocated the creation of satellite cities to complement the Federal Capital City (FCC). Following the Federal Government’s decision in 1979 to enable FCT indigenes to remain within the Territory, the necessity for quick development of Gwagwalada among the Satellite towns became clear.
The development of Gwagwalada satellite town is intended to assist or augment the Federal Capital City as part of the (IPA) recommendations on the implementation of the city’s master plan.
The Federal Capital Development Authority (FCDA) produced the Gwagwalada master plan in 1980. The Gwagwalada plan calls for the town’s land use structure to be divided into three districts, which will be further subdivided into neighbourhoods and industrial land uses.
The land use plans were not followed during the land distribution process, and there are insufficient development control actions to assure developer adherence to the land use plan. This is a typical occurrence in Nigerian communities and represents a basic issue in sustainable urban development.
