Chapter one

Introduction

1.1 Background of the Study

Purchasing as a management function predates the appearance of huge organisations with functionally specialised departments; people have always bought and sold, which is the exchange of products and services for a price.

Every organisation that purchases products or services has regular procurement procedures, which are the methods used to acquire those items.

These procedures address all aspects of the procurement cycle, including the following:

1. Choose a supplier.

2. Negotiate contracts.

3. Place orders.

4. Process orders.

5. Receive receipts.

6. Inspection.

7. Documentation and payment.

Above all, one requirement is that the user depart submit a requisition for the raw materials of the component part before the order can be processed; however, this is only in some cases where organisational needs are not specified and a specific need may arise that the purchasing officer must meet with its procurement to ensure continuity and the achievement of organisational goals.

The fundamental motivation for the department of procurement processes is to control spending. The actual processes employed may differ slightly, but they will be comparable. In the art of procurement, the purchaser confronts certain challenges; these problems may not be serious, but they might cause significant disruption to the transaction.

In this research, the researcher will examine the problem and propose a solution in the service business, utilising Links Hotel Owerri as a case study.
