INTRODUCTION
1.1 Background Of The Study
The requirement to design and produce projects in the shortest period of time prompted the development of project management. In complex projects, project management is essential to provide a sense of purpose and to serve as a focal point for coordinating the activity of literally hundreds of relatively autonomous individuals or organisations.
It works especially well when multiple parties must work together closely. Facility maintenance, on the other hand, is critical not only for extending the life of machines or other productive facilities, but also for acting as a safety valve for the equipment’s operators.
According to Priel (1994), maintaining good operating conditions for plants and equipment is vital to achieving complete quality, reliability, and efficiency.
The best project or equipment will not work satisfactorily unless it is properly maintained, and a system failure may be extremely costly, not only financially but also in terms of employee morale and customer relations. People must be trained, motivated, provided with healthcare, and even entertained, as well as supplies stored and managed correctly.
Kerzner (2000) defines project management as the planning, scheduling, and management of a series of interconnected tasks to ensure that the project’s goals are completed successfully and in the best interests of all stakeholders.
As a result, project management is an important part of project success. There is a failure due to poor management. No project can achieve its goals unless it is managed competently and adequately.
To achieve a project’s desired goals and objectives, excellent project management is required. The maintenance of projects or the infrastructure within them is possibly the most important factor influencing sustainability and the ongoing derivation of services from projects long after they have been completed.
In this context, maintenance refers to the act of keeping productive facilities in good functioning order such that their maximum expected performance or output stays nearly the same as when they were first used.
Maintenance of productive facilities is crucial for any form of organisation because equipment replacement can be costly and time-consuming. Because organisations, particularly local governments, have limited resources, there may be a strong desire to acquire extra facilities on occasion, yet capacity may be constrained.
1.2 Statement of Problem
Recently, our cities have experienced a series of environmental calamities, including air disasters, fallen buildings, and bridges, among others. These structures and infrastructures were designed to endure more than 30 years, but owing to inadequate materials or poor/lack of maintenance
They are rapidly decaying beyond repair. The study’s key concerns are project management and facility maintenance inefficiencies. The purpose of this project is to identify a solution to the problem.
(1) How the Local Government Area recognises the value of project management and facility maintenance.
(2) Effective implementation and oversight of initiatives.
(3) How administrators and politicians view project management and facility maintenance as critical components.
(4) The effect of low funding on project management and infrastructure maintenance in local government.
(5) How the government will approve and monitor project completion.
1.3 Objective of the Study
The aims of this investigation are as follows:
(1) Determine whether suitable supervision is provided to guarantee effective project management and facility maintenance in the Third Tier of Government.
(2) Determine the principal issues influencing project management and facility maintenance in the public sector.
(3) Determine whether better project management and facility maintenance can lead to more efficient resource utilisation.
