ABSTRACT
This study assessed people’s perceptions of grassroots community development projects in Ezza South L.G.A, Ebonyi State. To ensure the study’s effectiveness, the researcher developed five (5) research questions and three (3) null hypotheses.
The study’s population consists of four thousand and twenty (4020) women and men members of town unions from the twelve (12) communities that comprise Ezza South Local Government Area in Ebonyi State.
The questionnaire was the most commonly utilised data collection instrument. The data was analysed using simple percentages, weighted mean, and t-test statistical techniques. The study’s main findings are:
(1) that raising awareness through tradition or mass media, holding seminars, enlisting the help of traditional institutions and town unions/community-based organisations, and involving influential members of the community are effective strategies for mobilising people for grassroots community development initiatives.
(ii) that prioritising the needs of the community, listing methods of achieving the project objectives, making a list of resources for the project implementation, people determining the time and duration of implementing the project, involving people in project formulation, making provisions for emergency situations, and ensuring people’s trust through free flow of communication are effective procedures of planning grassroots community development projects.
(ii) that grassroots community development projects can be implemented by allowing community members to participate actively in project implementation, allowing various groups in the community to collaborate, making the best use of community resources, allowing one project to be handled at a time, seeking expert advice, and welcoming aid from outside the community.
(iii) that involving people in decision-making processes, allowing them to participate in the planning, execution, assessment, and utilisation. Allowing people to provide free services and resources, and requiring people to donate or pay for initiatives. (v) that factors militating against effective grassroots community development projects include non-involvement of community members in the design, implementation, and assessment of projects, conflicts among leaders, poor leadership and embezzlement of project funds, insufficient financial and materials, government lip service, poor targeting of projects, natural disasters, unwillingness of community members to participate in project implementation, and use of inappropriate Following these observations, several recommendations and proposals were made.
