ABSTRACT
This study evaluated the Personnel and Personnel Development Programs of Distance Education Institutes in Abia State. To properly conduct the research, five (5) research questions and two (2) null hypotheses were developed.

The study’s population consisted of 386 people, including 313 teaching personnel and 73 non-teaching staff from distance education establishments in Abia State as of August 2004. The questionnaire served as the primary data collection tool.

The acquired data was analysed using simple percentages and weighted mean to answer the research questions, and t-test statistical methods were employed to evaluate the hypotheses at the 0.05 level of significance.

The study’s main results were that: most individuals were accessible; most functions were executed; most staff development programs and training needs were not found to be available; and most problems remained unsolved.

The findings shown above apply to both teaching and non-teaching staff in distant education institutions. The main implication of this study’s findings is that the purpose of employing distance education methods to improve access to education in Nigeria will be defeated if distance education facilities are provided in our remote education universities.

The key proposal is that distant education institutes train and retrain their technical staff. Distance education universities should encourage their workers so that they can perform their duties effectively.

The government allocates extra cash to institutes that operate distance education programmes. Distance education universities should implement a staff development program to help employees keep up with new innovations. Distance education universities should meet their staff’s training needs.
