Chapter one

1.0 Introduction

Because of the difficulty that arises from the above topic, the researcher chose to perform a detailed management investigation on the above-named topic in view of the working hours being wasted daily intentionally or as a result of certain factors in both the economy.

Human power or resources are an important factor or ingredient of production in all organisations. As a result, it is critical for all human resource managers to tackle the subject of management with great care since labour creates wealth by coordinating the other forces of production.

The cost of labour paid to workers in terms of wages and salaries, whether hourly, daily, weekly, or monthly, constitutes a galloping amount in the profit and loss account of establishment or organisation, care should be taken by the management to see that the amount being paid out is fully compensated by the employee.

Sometimes there is an issue where workers do not stay on their duty posts at the specified time; this type of practice should be appropriately reviewed and regulated by management in order to fulfil the organisational goals and objectives.

1.1 Background of the Study

Truancy is a common occurrence in the public sector or organisations.

Workers do not stay on their duty post to exhaust the required number of times meant for the official task, allowing the organisation to receive payment for work not done, which would undoubtedly harm the organization’s output or productivity.

In light of this issue, the researcher has decided to take on the task of determining why junior workers do not stay in their jobs for the required amount of time requested by their employees, what the possible causes are, and how this may be addressed to minimise productivity losses. The approach to manage this nasty scenario of truancy in an organisation.

1.2 Statement of the Problem

One does not need to be reminded that the problems faced by many organisations in terms of workforce are those created by one of the following parental factors: economic, social, environmental, or other.

Not until the issue is discovered and addressed with the right management system. It would continue to be a stumbling block for any organisation dealing with such a challenge.

Therefore, the problems identified in the cause of this research are:

a) Why do employees depart their workplace before the customary closing time hour?

b) Why is it that junior workers’ weak economic conditions lead to them being absent?

c) What social factors contribute to truancy among junior workers?

1.4 The purpose of the study

The research work is done to:

I. Determine the cause why employees leave work before the customary closing hour.

II. To discover what is responsible for these acts, whether social, economic, or even environmental elements.

III. Determine whether absenteeism among junior workers is due to outright disregard of tasks or if it is induced by the conditions listed above.

IV. Determine the cost of action on the goal or objectives of this Local Government Area (otukpo).

V. To determine what efforts might be taken to prevent or reduce absenteeism among junior workers.

1.5 Significance of the Study

The findings of this study may be useful to a variety of organisations, both public and private. It can also be useful for academics who are about to learn about the consequences of truancy and how to avoid it when it occurs in the organisation.

The beneficiaries of this study might be enumerated as follows:

A. Local government area of any state in the country.

B. Private and public-sector organisations and other institutions where truancy is documented.

1.6 Scope and limitations of the study

Although the problem of absenteeism among junior workers is national in scope, due to financial and other constraints, the geographical average is limited to the Otukpo local government region.

This sampling is based on Otukpo because Otukpo is a local in this country where the researcher intends to conduct his research findings and where the researcher has the most interest.

The administration and general services departments, among others, are included in the finding, and they are subdivided into the following: the office of the chairman, the deputy chairman’s office, the secretary’s office, the speaker’s office, the director of administration and general duties offices, the head of personnel administration, and the council. Other departments in the hall include finance, health, and work, as well as housing.

Due to extensive coverage in this research as a result of lack of finance, sponsor, e.t.c., it is the researcher’s wish that the recommendations contained in this research finding form an adequate representation of the remaining organisations where truancy exists and is not researched into.

Working days, such as Monday through Friday, began at 8 a.m. and ended at 4 p.m. daily. Some other department or offices commence work from 9am to 5pm daily, but expected of Fridays which work end by 12noon due to religious observing of our Muslim brothers.

The research is limited to the local government area of Otukpo, Benue state. Constraints are inherent in all human endeavours, and they work against this management research outcome. However, the reported success is that the researcher was able to complete the management job search while working within these limits.

Definition of Terms

Truancy is defined as being absent without permission or for a valid reason, particularly from employment.

Work: the duties of a job or occupation.

Management is the process of creating and sustaining an environment in which individuals working in groups efficiently achieve specific goals.

A manager is someone who is in charge of guiding and controlling a company’s or a department’s work and employees.

LOCAL GOVERNMENT: is a political authority established by a state as a subordinate authority with the goal of dispersing or decentralising political power while also encouraging local initiative and responding to local needs.
