ABSTRACT

The purpose of this research is to determine the causes of construction project delays in educational building projects in Jalingo. The study’s entire population is 200 employees from chosen construction enterprises in Jalingo.

The researcher collected data using questionnaires as the instrument. This study used a descriptive survey research approach. The survey included 133 respondents who worked as contractors, supervisors, constructors, and junior personnel. The acquired data was organised into tables and analysed using simple percentages and frequencies.

INTRODUCTION

Background of The study

New standards, advanced technologies, multiparty participation, and frequent owner-desired adjustments characterise modern construction projects. In addition to this, there are inherent uncertainties and complexities in the physical, financial, and economic environments in which most projects are carried out.

Such circumstances have made it difficult to complete projects on time and on budget, frequently leading to requests for cost reimbursement and/or time extensions.

This eventually causes a delay in the project’s completion. Delay is defined as the period that elapses after the completion date indicated in a contract or after the date agreed upon by the parties for project delivery.

Delays in building projects are one of the most typical issues, with several negative consequences for the project and its participants. As a result, identifying the actual causes of delay is critical in order to minimise and avoid delays and their accompanying repercussions.

Construction delays can lead to a variety of changes in a project, including late completion, lost productivity, acceleration, increased expenses, and contract termination.

An activity delay may not result in the same amount of project delay. A party’s delay may or may not affect the project completion date and may or may not result in damage to another party. A delay may occur alongside other delays, and all of them may have an impact on the project’s completion schedule.

Delays caused by the client, such as failure to allocate sufficient funds, slow decision making, combined with delays caused by the consultant, such as late submission of drawings and specifications, frequent change orders, and insufficient site information, result in claims from both the main contractors and subcontractors, which frequently entail lengthy court proceedings with significant consequences.

Contractor delays are typically attributed to weak managerial abilities, a lack of good planning, and bad financial management, which have contributed to a contractor’s demise. Delays can result in time overruns, cost overruns, disagreements, litigation, and ultimate abandonment (Murali and Yau, 2006).

Some studies look specifically at delays, attempting to identify their causes and recommending measures to avoid them. Construction project delays weaken contract parties (Owner, Contractor, and Consultant) by increasing adversarial relationships, distrust, litigation, arbitration, cash-flow problems, and a general sense of apprehension towards each other (Assaf and Al-hejji, 2002).

This thesis investigates the causes and effects of delay in an integrated approach in order to establish which essential delay reasons have the most influence on project performance. This will give the framework for owners, consultants, and construction organisations participating in construction projects to develop future strategies for avoiding delays.

This study focuses on Educational Building Construction Projects in Jalingo that were assessed for delay causes and examines the corresponding effects identified, as well as providing recommendations based on the findings to improve project performance in higher education building projects and general public construction projects.

STATEMENT OF THE PROBLEM
Delays in a construction project are a typical problem that has resulted in projects being completed with enormous cost overruns (requiring a greater budget than expected), extended completion times, poor quality deliverables, and contract termination. Delays in the completion of construction projects were a common occurrence in recent years.

For the client, building delays mean lost money, decreased production, reliance on current infrastructure, and so on. Construction delays result in higher costs, longer job duration, increased labour costs,

higher material and equipment costs, and so on. Completion of construction projects on time or within the time frame agreed upon by the parties demonstrates their efficiency.

Construction project delays occur due to a variety of circumstances or causes. These factors cause a delay in construction completion, which has a negative impact on the construction project.

Construction projects are rarely finished within the time frame indicated or agreed upon. There are numerous educational building construction projects in Jalingo that have been delayed, suspended, or abandoned.

PURPOSE OF THE STUDY
The study’s objectives are as follows:

To investigate construction project delays in relation to project completion.

Identifying the existing delay factors in the construction of educational building projects by identifying the most common and fundamental issues impacting project delivery performance.

To determine the success elements that have the greatest influence on avoiding or minimising delay issues.

RESEARCH HYPOTHESES
The following research hypotheses have been developed:

H0: There are no most influential success elements in avoiding or preventing delay causes.

H1: There are success elements that have the greatest influence on avoiding or mitigating delay causes.

H02: There are no existing delay reasons in the construction of educational building projects by exposing the most prevalent and fundamental concerns impacting project delivery performance.

H2: There are currently delays in the construction of educational building projects as a result of exposing the most common and fundamental issues impacting project delivery performance.

SIGNIFICANCE OF THE STUDY
This research would be highly useful to Nigerian students, the Ministry of Education, and construction corporations. The analysis will provide a detailed picture of the causes of construction project delays in Jalingo educational building projects. The study will also be used as a resource for other academics who will be working on a similar problem.

THE SCOPE AND LIMITATIONS OF THE STUDY
The study’s scope includes the causes of construction project delays in educational projects in Jalingo. The researcher comes upon a constraint that limits the scope of the investigation;

RESEARCH MATERIAL AVAILABILITY: The researcher’s research material is insufficient, restricting the investigation.

TIME: The study’s time range does not allow for broader coverage because the researcher must balance other academic activities and examinations with the investigation.

Financial constraint- A lack of funds tends to restrict the researcher’s efficiency in locating relevant materials, literature, or information, as well as in the data collection procedure (internet, questionnaire, and interview).

DEFINITION OF TERMS

CONSTRUCTION: Construction is the process of building or constructing infrastructure. building varies from manufacturing in that manufacturing usually involves mass manufacture of similar things without a specific purchaser, whereas building is usually done on-site for a recognised client.

DELAY: the act of postponing, obstructing, or causing anything to proceed more slowly than usual: the state of being delayed. b: An incident of being delayed apologised for the delay, which was caused by rain.

EDUCATIONAL BUILDING: An educational building is one that is exclusively used for a school or college, as recognised by the appropriate Board or University, or any other Competent Authority, and includes a building for other purposes such as research.
