Chapter one

1.1 Introduction.

According to empirical studies, Nigeria’s expanding poverty profile is taking on a worrying dimension. Nigeria, a Sub-Saharan African country, has at least half of its inhabitants living in abject poverty, according to Ojo (2008).

Similarly, the Federal Office of Statistics (1996) report demonstrates that poverty is vast, persistent, and affects a huge section of Nigerian society.

According to Abiola and Olaope (2008), poverty is a scourge in Nigeria that causes hunger, ignorance, malnutrition, sickness, unemployment, limited access to credit facilities, and a low life expectancy.

Nwaobi (2003) believes that Nigeria offers a paradox in which the country is rich yet the people are destitute. According to Omotola (2008), Nigeria is highly endowed, and the country’s wealth potential presents itself in the form of natural, geographical, and socioeconomic characteristics.

Given this situation, Nigeria should rank among the world’s richest countries, with no business dealing with extreme poverty. However, Ope and Abu (2009) clearly state that Nigeria’s poverty rate has increased dramatically. According to them, poverty stood at 74.2% in 2000.

According to Garba (2006), figures from the Federal Office of Statistics show that approximately 15% of the Nigerian population was poor in 1960, but this proportion increased to 28% in 1980, and by 1996, the incidence of poverty in Nigeria had reached 76.6 million people.

Poverty alleviation has resurfaced in the international spotlight this decade. According to the International Labour Organisation (ILO), poverty is not a new issue.

Since 1944, the ILO has remained true to its stance that “poverty anywhere is a threat to prosperity everywhere,” emphasising the importance of poverty eradication in the global spotlight. Several other international organisations, including the World Bank, are now paying much greater attention to poverty.

The Inter-American Development Bank has maintained a policy requiring that half of its loans be used to reduce poverty directly. Non-governmental organisations (NGOs) have recently played an increasingly important role in poverty reduction campaigns in most developing nations.

In light of the predominantly growth-oriented Economic Adjustment Policy, there is a need for a thorough study of the different problems encountered thus far in reducing poverty in order to implement a more forward-thinking approach.

1.2 Statement of Problem

Poverty alleviation is a task for economic policy and to reach the poor effectively; anti-poverty programmes are really vital in Lagos state.

Furthermore, statistics show that 70% of the population of 9 million people lives below one dollar per day in which there is inadequate housing, epileptic enemy supply, lack of portable water, low agricultural output, decayed educational system, partial health care, undercapitalization of the industrial sector, weak financial

Lagos state is a contradiction in disguise; while it is undeniably blessed with vast human and natural resources, the state’s socioeconomic situation is deplorable, and the wellbeing of its citizens leaves much to be desired.

As a result, the Lagos State government has risen to the challenge of the sickness known as poverty. The State Government recognised that personal efforts would not yield results, therefore it embarked on a variety of social programmes.

In essence, the primary goal of this study is to look at the many projects that the Lagos State Government has put in place to reduce poverty in the state, as well as the obstacles and opportunities that those programmes present.

1.3 Aims and Objectives

The purpose of this research is to investigate the problems and potential for poverty reduction projects in Lagos State.

Objectives

The study’s objectives are to:

i. Determine which programmes the Lagos State Government has implemented to alleviate poverty in the state.

ii. Identify the various beneficiaries of such projects, as well as the amount to which the programme has contributed to poverty reduction in the state.

iii. Evaluate people’s attitudes of the government’s efforts to alleviate poverty in the state thus far.
