Chapter One

1.1INTRODUCTION

Most organisations, particularly those that are business-oriented, revolve around transactions. A transaction is a documented occurrence associated with typical business activities.

This comprises everything related to the organization’s product or service, such as production, distribution, sales, order processing, and inventory management.

It also covers goods bought, personnel employed, taxes paid, and so on. Today, most organisations record the majority of such transactions in a computer-based information system.

Computer-based information systems have clearly defined inputs and outputs that enable and provide the capabilities required for properly and efficiently managing an organisational activity.

It could be sales, orders, or employee records. An information system consists of people, procedures, software, hardware, and data. Connectivity enables computers to communicate and share information, significantly increasing the capability and value of an information system.

Computer-based information systems are designed to alleviate stress when managing enterprises or organisational operations.

Management Information Systems (MIS) are one of the most common types of computer-based information systems. It uses an organization’s database to generate well-structured reports.

1.2. Background of the Study

Personnel management has evolved since World War I, about 1915, and more recently, during the human relations movement from 1935 to 1950.

In one of his research, Elton Mayor discovered that psychological and social elements have a greater influence on people at work than physical factors.

Specific reasons for the creation of personnel management include the following:

(i) As trade unions grew in power, personnel administration was typically responsible for pacifying them so that management could run the companies without hindrance from employees.

(ii) The implementation of minimum salaries, low costs, and individual legislation boosted the demand for a team of human specialists.

(iii)As the union became more complex and powerful, the demand for highly skilled individual relations should rise.

(iv) As businesses, governments, and other organisations grew in size, personnel management took on new dimensions.

Traditionally, it was done in houses when the father is the head of the household. He decided what the family should do, the style of farming, the size, and where to sell the obtained items.

 

His women and children assisted in the process; no external recruitment was required, therefore the more wives and children a man had, the more likely the family would be well-provided for.

Personnel management practices in Nigeria have recently evolved in tandem with the history and development of public, private, and civil services.

1.3 PROBLEM STATEMENT.

Human resource management has long been the most challenging part of many organisations. In fact, this was the reason why most management scientists in the study recognised human management as the foundation of any organisation.

Following the problem at Fidei Polytechnic Business Centre, there were instances where files went missing, cabinets became jammed, delaying the presentation of certain information about the staff, destruction of files and records in the event of a fire, the time required to record and present information, and the cost of purchasing files, paper, furniture, and fixtures.

Their record-keeping techniques are ineffective, which exacerbates the problem.

1.4Objectives Of The Study

The goals of this project endeavour include:

Managers receive timely and high-quality output for decision making.

Providing a certain type of output based on provided input. It also seeks to provide a highly secure database management solution. Most notably, this project effort intends to eliminate the problems experienced in the manual method of people management operations through the use of computerised people Management method software.

1.5 Justification for the Study

This work may be valuable for personnel managers or officials in an organisation, as well as individuals conducting research on personnel management.

However, this research effort would inform us that the success of an organisation is heavily dependent on the assessment and appraisal of individuals and company employees’ potential, performance, and how well the organisation can aim to equip all of its workers.

As a result, this research work will be extremely beneficial to the organisational environment because personnel will be able to find the best solution to various personnel problems because computerised personnel management information system software will play a significant role in reducing stress in record keeping.

There are numerous other benefits, some of which are described here.

• Saves time processing personnel information.

· Database access is fast, dependable, and secure, with data encryption and decryption for authorised users.

· Transactions are secure (login page).

· It reduces costs for manpower, fixtures, and stationary (paper, files, pens, markers, etc.).

1.6 SCOPE OF THE STUDY

This research will focus on the staff employment form, which includes the name, sex, location, and factual information about the staff, performance evaluation, retirement, and the handling of some queries such as updating staff records, deleting staff records, and searching for staff information via rank, department, or ID, as applicable. It is a case study of Nigeria Petroleum Corporation, Lagos.

1.7 Limitations of the Study

Due to time constraints, financial constraints, and information confidentiality, the programme designed addresses all aspects of work, assessment, and retirement. Whatever is left out is due to the specified limits.

1.8 Assumption of the Study

During data collection, information about personal management was received from Fidei Polytechnic Business Centre Gboko. The information was gathered from administrative personnel during my industrial attachment. As a result, it is presumed that all acquired data is accurate and does not contain any incorrect information.

1.9 Defining Terms and Variables

Personnel is a department inside an organisation that handles personnel records, hiring, and retirement.

Management is the coordination of an organization’s resources through the processes of planning, organising, directing, and controlling.

The public sector includes industries and services that are owned and operated by the government.

The private sector includes industries and services that are owned and operated by private enterprises.

A system is a strategy or collection of procedures that involves all staff working together to achieve a common goal.

Data is defined as numbers, text, or images that may be stored in or processed by a computer, as well as incomplete information.

Information: Meaningful material obtained from computer data by organising and interpreting it in a specific manner.

Input: Data fed into a computer for storage or processing.

Output: Information generated by a computer after processing.
