CHAPTER ONE

INTRODUCTION

1.1       Introduction

Sensitivity to the needs of the disabled in our midst is fast becoming a global issue and despite this development, disabled persons continue to face discrimination in all spheres of life. The realization that there is need for social change is gradually being recognized by Governments, NGOs for disabled persons, and to an extent, by society. However, there is still a growing body of evidence of systematic violence and abuse against disabled individuals in our society.

          Disabled persons are also marginalized and treated as second class citizens. The society merely sympathizes with their disabilities by given aims to them, thereby making impossible positive philanthropic contributions to indigent disabled persons who have risen above their disability by engaging in innovative production ventures to support themselves and their families. Such lack of support is responsible for the growing number of disabled persons begging and has caused most disabled Nigerians to live below poverty level.

          This project is intended to bring to light creative disabled persons in our society through a video documentary, which will serve as an instrument for highlighting the plight of the disabled in our society.

          It is also proposed as an elixir to those who have been made to doubt the goodness of God. This project will investigate the problems of disability, causes and management. It will also encourage philanthropists, NGOs and well-meaning persons in Nigeria to support indigent disabled persons.

1.2    RESEARCH METHODOLOGY

The materials for this project are sourced from sources: library research, learned journals, interviews and video documentation.

1.2       JUSTIFICATION OF STUDY

This project is intended to address the problems of handicapped persons in our society so that they can be projected as role models for other handicapped persons.

          I also plan to use this project to create an avenue for isolated and indigent disabled persons to project themselves. The video documentary will also be used to suggest possible ways disabled persons can survive in the harsh socio-political and economic environment of Nigeria.

1.4 DEFINITION OF TERMS

Definition of the key terms used in this project have been given to aid understanding of the context within they are used.

1.4.1 CREATIVITY AND THE PHYSICALLY HANDICAPPED PERSON.

          Generally when a person is classified as being creative, it means that he person is usually intelligent in the ordinary sense of the term. That is one who can solve the problems of life as rationally as possible and relies strongly on intuition to show a strong in apparent order, disorder, contradiction and imbalance.

          Collins English Dictionary defines ‘’creativity’’ as having the ability or power to create, characterized by originality of thoughts or inventiveness.

1.4.2 PHYSICALLY

          It is used here or refers to the body’s structure, how the body is built and its composition. Collins English dictionary defines physically) as pertaining to the body, bodily or relating to the body as distinguished from the mind or spirit.

1.4.3 HANDICAPPED

Collins English dictionary defines ‘’handicapped’’ as physically disabled, denoting a person whose social behavior or emotional reactions are in some way impaired. The condition of being unable to perform a task or function because of a physical or mental impairment.

1.4.4 DOCUMENTARY

          Documentary is a factual film or television program about an event, person etc. chambers Dictionary defines documentary as a film, video or television programme about real people or event, without fictional coloring or professional actors.

1.5 NON-GOVERMENTAL ORGANIZATIONS (NGOs)

          The different organizations or interest bodies associated with disabled persons are briefly discussed below.

1.5.1 MOBILITY AID AND APPLIANCE RESEARCH AND DEVELOPMENT CENTRE (MAARDEC)

This is a non-governmental charitable organization committed to practical and productive rehabilitation, empowerment and integration of persons with disabilities into mainstream society through skill acquisition and self-reliance. It also guidance and counselling services to disabled persons free of charge. In addition, it offers assistance in job placement.

1.5.2 SPECIAL SPORT FEDERATION OF NIGERIA (SSFN)

SSFN was established in 1987 as the only national body recognized by government through the Federal Ministry of Youth and Sports, to recognize sports for the disabled in Nigeria. Formally called Nigerian Sports association for the Disabled (NSAD). Its aim is to encourage ability in spite of disability through sporting and other activities.

1.5.3 OCCUPATIONAL THERAPY

          Occupational therapy designed as a specific treatment to restore physical function and to establish self-help methods in such simple functions as eating, dressing and writing. It is also used to promote and maintain health, prevent disability, increase independent function and enhance development. It also helps to rehabilitate and resettle disabled persons either for return to work or for home employment.

1.5.4 SPINAL CORD INJURY ASSOCIATION OF NIGERIA (SCIAN)

          Is a registered body to see to the needs of victims of spinal cord injury? Its aims are to create awareness and educate victims and their family members of the new condition. SCIAN runs a center where victims/members live together to learn from the experiences of fellow members.

1.6 DEFINITIONS OF PROFESSIONAL FILM/VIDEO RELATED ORGANIZATIONS

1.6.1 ASSOCIATION OF MOVIE PRODUCTION (AMP):

          This association was created by movie producers to dislodge low proficiency form the video film industry.

1.6.2 national Film and video Censorship Board (NDVC):

          This board was established by the federal Government to preview, classify and register films and video films, aimed at the registration of film production, studios, exporting and importing of films and video films and also to store information regarding film and video production.

The NFVC classification symbols and codes are:

indicates general exhibitions, the colour code is usually brown.Indicates for adult audiences, colour is like green.

PG: indicates not recommended for public exhibition, colour is purple.

RE: indicates for restricted audience, colour is blue.

1.6.3 FILM DEVELOPMENT TRUST FUND (FDTF):

          This Film Development trust Fund was carried out of the Federal Ministry of information with the main objective to support indigenous film makers with fund.

1.6.4 National Association of theatre Practitioners (NANTAP):

          This is an association for professional theatre arts graduates and those who have innate talent for theatre practices with ten years of experiences on the field. Its aims are to artistes under a uniform body and protect themselves from any form of exploitation. The Association also functions as artiste’s manager and welfare.

1.7       SCOPE OF STUDY

This study intends to examine the problems of disability and what the society can do to rehabilitate and properly integrate them into main stream society. Though this study concentrates on the Lagos, Rivers and Bayelsa States experience of disabled persons elsewhere in Nigeria.

          This project will also recommend appropriate government policies which help to better the lot of disabled persons.

          This project is in five chapters. The first chapter is the introduction of the subject matter of the project, which is the place of disabled persons in Nigerian society. Chapter two consists of a review of works on Nigerian films/video and disability.

Chapter three deals with the pre-production activities, such as planning, estimating the production cost of the video documentary, production crew, and the narration script for the production. Chapter four deals mainly with post/production exercises of editing and preparation of the finished copy of the videotape. Chapter five deals with problems experienced during the production with summary and suggestions.

1.8       SUMMARY

In this chapter, I have introduced the subject matter of this project which is the light of disabled persons on our society. This chapter also adduces reasons why a study such as this is long overdue, explained the sources of information for the project, defined some of the key terms applied in the project as well as the scope and limitations of the work.
