DESIGN AND IMPLEMENTATION OF A MANAGEMENT INFORMATION SYSTEM FOR POLITICAL PARTIES

INTRODUCTION

The study focuses on Management Information Systems (MIS), which give information for better organisational management. MIS and the information it creates are widely regarded as critical components of sound business and organisational choices.

MIS should have a clearly defined framework of norms, policies, practices, standards, and processes for the organisation or institution. Michael, T.G. 2009.

An information system (IS) is any combination of information technology and human activities that use the technology to assist operations, management, and decision-making.

In a wide sense, the phrase information system refers to the interplay of people, algorithms, data, and technology. In this sense, the phrase refers not just to an organization’s information and communication technology (ICT), but also to how humans engage with this technology to support business activities.

Alter (2002) contends that an information system is a distinct type of work system. A work system is one in which humans and/or machines use resources (including information and communication technology) to create particular products and/or services for clients.

An information system is a work system whose primary function is to process (capture, send, store, retrieve, manipulate, and display) information.

Throughout the 1970s, the focus was mostly on files, file maintenance, and the life cycle management of paper-based files, other media, and records. With the rise of information technology in the 1970s, the task of information management took on additional dimensions, including data upkeep (Neo et al, 2003).

Information management was no longer a simple task that could be handled by nearly anyone. Understanding the technology and the underlying concepts became crucial. As information storage moved to electronic means, this became increasingly problematic.

By the late 1990s, when information was widely transmitted via computer networks and other electronic means, network administrators had evolved into information managers.

With the most recent tools available, information management has evolved into a potent resource as well as a significant expense and danger for many organisations.

MIS is used in a variety of institutions, including finance, health care, education, government, and other corporations. The government entity that is the subject of this study employs MIS at various levels to keep track of some government activities related to political parties in Nigeria.

Security is the most important feature of every society around the world, regardless of location. Traditionally, record and profile maintenance in our police stations has been done manually by writing on paper, classifying and categorising the obtained data, and storing it in a cabinet or shelves.

This process is tedious and painstaking because retrieving this data requires going through hundreds or thousands of files to get a little piece of information, depending on the size of the institution. There was also a significant rate of human mistake.

Since Nigeria’s independence on October 1, 1960, and the adoption of democracy, many political parties have emerged; the majority of these parties have combined to form a stronger coalition, while some have folded totally.

However, since the establishment of the Independent National Electoral Commission (INEC), political parties have been forced to operate and formulate policy in compliance with INEC guidelines.

This study aims to create an information system for all existing Nigerian political parties recognised by the Independent National Electoral Commission (INEC). This type of information system will be efficient in computer-based data storage, retrieval, and future reference to current information.

1.2 Statement of Problem

With the rapid development of digital information and network technologies, as well as the desire for a more convenient system in recent years, the government is aiming to create a technology-driven society. Some of the problems we identified for the INEC with respect to political parties are:

There is no centralised database system for storing information of both existing and old political parties.

The file-based technique results in slow retrieval of information about various political parties. The record rooms are overflowing with files, some of which have been chronicled for a long period.

The registration process for political parties is slow because most tasks are completed manually. Due to the time-consuming nature of party registration, an online method might shorten the procedure.

1.3 Goals and Objectives of the Study

The study aims to create and implement a management information system for Nigerian political parties. Specific aims include:

Registration of all existing political parties with INEC.

Provide a user-friendly interface for secure access to information, and ensure that each party is properly identified.

Enable secure login authentication for administrative users.

Create a centralised database to reduce paperwork.

1.4 Significance of the Study

INEC’s political party information system will significantly:

Save time and money.
Automate the procedure for searching and retrieving information, making it nearly instant for management.

Create a centralised database with all relevant information about these parties for future reference.
