1.0 Introduction
Vehicle registration in Nigeria began more than a century ago, and records have been largely manual, which has not helped to improve the efficiency of general automotive services in recent years.
Today, computers have been seen as a highly efficient tool that has played a critical role in effective information management. Furthermore, it has played greater roles in the country.
However, computerization has aided many aspects of life, and as car owners, the idea of computerising this operation has become increasingly significant in order to eliminate the manual data processing method that has caused so many problems.
This project extensively discusses the challenges that have consumed the aims of motor vehicle registration, as well as the newly developed method. This work is aimed at computerising the numerous challenges in data processing in order to detect the many problems experienced during manual car registration.
This theory also contrasts the previous system to the new system, which is more accurate and faster at processing data, as well as the problem that customers confront when registering their vehicles.
PASCAL, JAVA, VISUAL BASIC, and C++ are some of the programming languages that can be used to create such applications. But I’ll be using PHP and MySQL, both of which function with the Apache server (Xamp). The software design was created with Macromedia Dreamweaver, Fireworks, Flash, and Switchmax.
The world is experiencing an information knowledge revolution, which is profoundly changing the way human activities are carried out. Governments around the world are embracing e-government as a means of improving services to businesses and citizens, fostering economic and social development, and increasing the efficacy and efficiency of government operations.
Computers play an important role in the development of any firm; they also solve some of the complicated problems that humans confront and process large amounts of data in a short period of time or at an astounding speed.
The recent emphasis on information and data processing has had a negative impact on the majority of our businesses, such as motor vehicle licence and plate registration.
Although motor vehicle registration has existed for a long time, the old system of registration did not play a significant role in highway safety until the development of the new system of vehicle registration, which uses reflective sheeting that is easier to read even in the dark.
This new system of motor vehicle and plate number registration, which is the primary focus of this project, went into effect on March 19, 1997, and is administered by the motor licencing officer.
It was intended to enforce strict adherence to traffic rules and regulations while also giving accurate data on road users’ behaviour. The functions that computer systems will play in this function will result in increased efficiency, effectiveness, and competency.
1.1 Background of the Study

The Abuja Motor Licencing Office only focuses on vehicle registration and inspection, not on other supporting services such as vehicle tracking, learner’s driving permission and drivers’ licence management, as well as monitoring of driver and vehicle operations and documenting accident and crime reports.
Vehicle registration in city, state, and district offices required applicants to personally deliver a certified copy of their resident registration and other documents.
Vehicle registration used to entail manually recording vehicle information on ledgers, ranging from cars to buses and later trucks and heavy duty equipment, as well as tracking other related information such as registration, road worthiness test certificates, ownership changes, engine and chassis numbers, and road licence expiration.
This technique was exceedingly inefficient, and information could not be recovered after ledgers were damaged or lost, which happens regularly.
1.2 Statement of the Problem
These are the issues faced in the manual system of allocating a plate number to a freshly acquired car at the Department of car Licencing and Registration in Abuja. The following issues have impeded the realisation of the good intention:
(i) Participation of Unauthorised Officers: According to my observations, unauthorised offices are participating in this task, particularly in the registration of illicit vehicles, which can lead to fraud.
