INTRODUCTION

A system, which has many definitions, can be thought of as a collection of a computer’s hardware and software.

According to Stella C. Chiemeke and Franca A. Egbokdara (2006), a system is a collection of components that work together to achieve a common goal. In another meaning, a system is a collection of interconnected or crossing pieces that form a cohesive whole.

Background of the study

Since the introduction of computers in our culture, there have been several criticisms about the dangers they represent to society. Critics of this new technology raise concern about how this system will displace and replace all human abilities, resulting in mass unemployment.

However, future improvements continue to show the doubters incorrect, as the invention continues to create new jobs for individuals who identify with the technology. As a result, computers work alongside humans in all aspects of life.

Over the last decade, the Human Resources (HR) professional’s position has evolved from one that is mostly administrative to one that is recognised as highly strategic and critical to the overall success of the organisation.

In today’s fast-paced world, computers have become a valuable decision-making tool, owing to their effectiveness in terms of speed, accuracy, dependability, cost, and security, among other factors.

In recent years, individuals have become more conscious of the use of computers in company planning. Organisations have accepted the usage of Management Information Systems (MIS) and Decision Support Systems (DSS) in their decision-making processes

which has evolved to web-based human resource management systems on the Internet platform. Human Resource Management (HRM) makes use of both quantitative (structured) and qualitative (unstructured) data.

Uzoka states in Hampo, J.A. (2011) that decisions are primarily based on beliefs and experience. In recent years, efforts have been made to incorporate intelligence into computer systems, allowing the computer to process enormous amounts of structured and unstructured data for decision making.

“An information system can be characterised as a continuous and interconnected structure of hardware, software, people, and procedures that collect, sort, analyse, evaluate, and distribute relevant, timely, and accurate information for recipients to utilise in making better decisions.

An information system provides both data processing capacity and information to assist recipients in making more informed decisions. The information provided by these systems goes a long way towards meeting the needs of both those inside an organisation and those outside of it.

Most recently, information systems have been created to supply data to aid decision making. This programme is referred to as a Management Information System (MIS).

1.2 Statement of the Problem

Decisions and management remain critical factors in someone’s success or failure. The challenges connected with manual decision-making, management, and posting systems, from which the NYSC programme in terms of deployment is not exempt. Some of these issues are notable:

Administrative costs are high, including fees for transportation and communication.

Un-confidentiality

Bribery and Corruption

Unnecessary delay for personal purposes and gain

Unskilled human resources claiming to be professionals lack competency (1.3).

AIMS AND OBJECTIVES

The research aims to analyse the National Youth Service Corps (NYSC) scheme/method of posting and deploying potential Corps members.

The objectives are:

To outline the role of decision and/or management systems in the NYSC deployment.

To create a web-based system that uses MS Visual Studio 2008 and MS Management Server Studio 2005 as the front and back ends, respectively. This solution addresses manual system difficulties such as fraud and corruption.

Un-confidentiality

Human errors.

Cost and delay are among other factors to consider.
