ABSTRACT
The cooperative is a dual-native institution. They are organised by groups of people motivated by self-interest, initiative, and active participation of members, as well as business ventures established, managed, and financed by members of co-operative enterprises for the promotion of their individual enterprises and households.
Co-operatives are evolutionary institutions that emphasise the importance of lifelong education and seek to mobilise their members to improve their own situation through organised group action in order to change their own attitude from passive to active, from dependence on others to self-reliance, and thus seek to transform traditional farmers, craftsmen, workers, and artisans who are static, subsistence economic elements into more dynamic members of developing society.
Since the government has placed attention and plans for the development of cooperative organisations, official policies are geared towards promoting the growth of cooperative organisations. Individual members or co-operators develop indirectly as a result of the development of the cooperative organisation.
As a result, co-operatives, with their unique social and economic goals, principles, and structures, are among the best institutions for involving people in the development process through their own organisations.
Cooperative development plans must be coordinated with national and state development goals to ensure their success. This is especially true when cooperative societies are deployed as agents to carry out integrated development initiatives.
One of the main preconditions for collaborations between co-operatives and government agencies is that the government provide the co-operatives some autonomy.
When determining common goals, guidelines for collaborative action and self-government must be kept for co-operatives within the overall framework of the plan and co-operative objectives.
