CHAPTER ONE
INTRODUCTION
1.1 The Background of the Study
The workers’ revolution started after industrialisation and has gone through multiple stages. Workers went on strike for the first time in 1945 after the civil service stepped up in 1912 to protect their interests and improve working conditions. Serious agitation for a general salary increase was witnessed by the civilian population of Nigeria from 1960 to 1966.
Therefore, the 1961 Sodomu study, which called for a rise in pay but never came to fruition, is instructive. The terrible and costly nationwide strike of 1964 was the result of ongoing agitation.
The failure of the policy of non-interference in labour management concerns, which was put into place from 1960 to 1965, was proven by the strike.
It was evident that the nation could not afford the disruptive consequences of individual action by workers in all sectors of the economy during the 1964 general strike, which cost the nation an estimated N20 million, and the onset of the civil war in 1967.
Therefore, during the military era, there was a need for legislation to guarantee the prevalence of industrial peace. A trade dispute (emergency provision) Decree was issued on January 21, 1968. This Decree prohibited lockouts and strikes.
In the event that a consensual agreement between the parties involved in measurement and labour cannot be achieved through mediation, the matter can be sent to the commissioner of labour, who, if necessary, can appoint an arbitrator or conciliator to resolve the issue.
