1.1. Background of the Study 

Every facet of human endeavour is becoming more efficient as a result of the proliferation of ICT. People, organisations, and governments throughout the globe are seizing this chance to revolutionise different industries by acquiring new skills.

One of the most important factors in the efficient provision of public services, particularly by municipal governments, is the use of information and communication technologies.

As a result of advancements in information and communication technology (ICT), corporate settings have taken on a new aesthetic. The field of office management and administration is one where this is most apparent (Agomuo, 2005).

Information and communication technology (ICT) devices, infrastructure, and services enhance the methods of message storage, retrieval, dissemination, and reception (Agomuo, 2005). According to Agomuo (2005), many tasks that were previously handled manually in offices can now be accomplished using computerised technologies.

As a result, tasks around the office run more smoothly and efficiently. The latest digital machinery and electrical tools allow for more streamlined, precise, accurate, and dependable results. Modern office managers and their staff rely heavily on ICT to facilitate organisational efficiency in most of their daily tasks.

The world has shrunk to the size of a global village due to the proliferation of ideas made possible by ICT. To acquire, analyse, store, and disseminate auditory, visual, textual, and numerical data, Ofurum and Ogbonna (2008) defined Information and Communication Technology (ICT) as the integration of computer, telecommunication, and audiovisual systems.

The fundamental goals of information and communication technology are facilitated by means of computing, telecommunication, and video technologies.

The ability to process and store data is provided by computer techniques, while the ability to communicate is provided by telecommunications techniques.
