INTRODUCTION

The purpose of this study is to create and evaluate a theoretical and conceptual framework for an alternative way to evaluating public housing initiatives in Nigeria. It aims to solve the constraints of previous techniques that rely on a single theory or discipline to evaluate public housing programs.

This paper proposes a broad-based framework for assessing the relationships between input, output, and outcomes of public housing programs using a realistic approach to evaluation based on objective-oriented theory, a theory-driven evaluation paradigm, and conceptual issues.

This technique enables the use of a logical framework to describe the complicated relationships between underlying programme theory and outcomes.

This alternative evaluation approach is distinguished by the following characteristics: an open-ended evaluation approach; participation of housing providers and residents; broad-based and multifaceted data collection and analysis in distinguishing the outcome of different housing delivery strategies in public housing programs.
