ABSTRACT
The study’s major goal was to assess the implementation of the Community and Social Development Programme (CSDP) in South Eastern Nigeria, specifically the community-driven development strategy. The study was led by five research topics and five null hypotheses. The study used an evaluative research design.
The study included 7,510 adult volunteers who served on community project management committees for the Community and Social Development Project (CSDP) in Abia, Ebonyi, Enugu, and Imo states. The study’s sample size was 1,568 respondents selected using the stratified proportionate random sampling approach.
The data collection tool was the researcher’s created questionnaire, named ‘Evaluation of the Implementation of the Community Driven Development Approach in the Development of Communities Questionnaire’.
Three validations were conducted on the instrument: two from the Adult Education and Extra Mural Studies Department at the University of Nigeria Nsukka, and one from the Measurement and Evaluation Department at Enugu State University of Science and Technology. The Cronbach Alpha test yielded an overall reliability index of 0.77.
For the study questions, data from respondents were examined using the mean and standard deviation, while null hypotheses were checked using the Analysis of Variance (one way) at a significance level of 0.05. The study’s findings demonstrated that implementing the CDD strategy on community development initiatives significantly reduced poverty.
Furthermore, the data showed that the approach’s application significantly increased community participation, fostered rural empowerment, and improved social capital and accountability. All null hypotheses were accepted.
There was no significant difference in respondents’ mean ratings of the extent to which the CDD approach was implemented on community development projects to reduce poverty, increase community participation, promote rural empowerment, achieve social capital, and social accountability.
Based on the findings, the study suggested that more community members be encouraged to engage in the planning and implementation of community development projects, since the CDD approach was identified as an effective technique for increased community participation.

Background Of the Study
Over the last few decades, community development activities in Nigeria’s South East States have increased, including rural electrification projects, road construction and rehabilitation, the establishment of skill acquisition centres, pipe-borne water projects, and the construction of schools.
People’s desire to develop their communities has grown in order to keep up with technological breakthroughs and improve their quality of life. According to Adeyemo and Kayode (2012), since the end of World War II, countries and their development partners have attempted to engage communities in their own development through their own efforts and contributions.
The Community Development Foundation of the United Kingdom (CDF UK) (2013) defines community development as an organised intervention that offers communities more control over the conditions that affect their lives.
Craig (2011) further contends that community development is a means of developing civil society by prioritising community actions and viewpoints in the formulation of social, economic, and environmental policy.

According to Ndukwe (2005), community development is a social action process in which members of a community organise themselves to plan an action, define their common and individual needs and problems, and carry out these plans with the greatest reliance on community resources and materials from governmental and non-governmental agencies outside the community.
This development entails a variety of practices aimed at strengthening and improving community life, particularly for people in disadvantaged situations, and allowing people to participate in public decision-making in order to gain long-term control over their circumstances (Banjoko, 2005).
Udu and Onwe (2015) define community development as people’s participation in attempts to enhance their standard of life, as well as the provision of technical and social services in ways that foster initiative and self-help. It is a process in which community people collaborate to take collective action and produce solutions to common challenges (United Nations, 2014).
Given the world’s rapid expansion, these definitions add credence to the notion that community development has progressed from a local phenomenon to a global one.
It is thus defined as a purposeful attempt by people of a community to enhance their quality of life, which is typically driven by unhappiness with their conditions and a desire to advance in the economic, social, and political sectors of their lives.
