Chapter One: Introduction.
Background Of the Study
Community development and its implementation in Nigeria are not new. Even before the arrival of the colonial masters, several Nigerian societies used communal efforts as a mechanism for mobilising community resources to improve physical improvements and functional facilities in their respective locations in the social, political, cultural, and economic aspects of life (Ewelum and Madu, 2010).
According to Ewelum and Madu (2010), the modern concept of community development led to the establishment of a community development division/department/directorate as a critical arm of government tasked with channelling people’s efforts towards promoting social and economic development.
Ezeh (2014) defined community development as a concept that refers to numerous methods and interventions implemented through coordinated efforts by community members in order to bring about social and economic development for the people.
It is an endeavour aimed at achieving and resolving the community’s problems, promoting social welfare, justice, enhancing the standard of life, community cohesion, and significantly developing the material and human resources.
According to Alvis and Njoku (2016), community development encompasses a wide range of topics, including the development of neighbourhood communities through enhanced social services, the protection and regeneration of natural and built environmental aspects, and the creation of economic and job possibilities. Nwadike (2005) defined community development as an action that aims to better the lives of those who participate in it.
In certain cases, this may include improving the quality of water or building homes for those who lack shelter. In other places, assistance may be provided to low-income individuals.
Community development is not only a physical process, but also an emotional one in which people collaborate to enhance their living conditions by establishing not only infrastructure, but also ties among themselves.
This is consistent with the views of the United Nations, which defines community development as the process by which people’s efforts are combined with those of governmental authorities to improve the economic, social, and cultural conditions of communities, thereby integrating these communities into national development.
The importance of community development includes raising people’s living standards and raising awareness about how to develop their country by organising some programs in order for them to be willing to collaborate on community issues in order for them to develop effectively (Obidiegwu, 204).
According to Muoghalu (2014), many community development programmes have failed due to the abandonment of initiatives that cannot be completed due to a lack of cash, management, resources, and member orientation. Clearly, community development will not be supported, and no positive results will be obtained unless these issues are acknowledged and addressed.
As a result, the factors involved in encouraging community development must be identified, with Anaocha Local Government Area in Anambra State serving as a case study.
Statement of the Problem
Different administrators have sponsored community development programs, in which people embark on development projects to better their living conditions while also contributing to national growth. Apparently, communities are prone to puzzle-inducing limitations.
This is because maximum development efforts are still on the line in Nigeria, and there have been issues with promoting effective community development in Anaocha local government area, Anambra State, such as a lack of finance, a lack of good leaders, illiteracy, and a general lackadaisical attitude of the government towards the delivery system.
The researcher is motivated to conduct this study primarily because of community members’ nonchalant attitudes towards community development and a lack of government involvement, both of which impede community growth.
This is because community development agents, community leaders, and community members are unaware of the right components that support community development, leading to the quest to defame the factors that promote community development in Anaocha Local Government Area of Anambra State.
The purpose of the study
The primary goal of the study is to identify the elements that promote community development in Anaocha local government area, Anambra state.
Specifically, the study seeks to determine;
The government’s attempts to promote community development in Anaocha Local Government, Anambra State.
The community members’ efforts to promote community development in Anaocha Local Government, Anambra State.
The barriers to effective community development in Anaocha Local Government, Anambra State.
Significance of the Study
The conclusions of this research will be extremely important to members of the community, the government, and the country as a whole.
It will assist community members in identifying methods to improve community development programmes by raising awareness of the importance of employing the elements involved in the community’s growth as it grows.
It will allow Anaocha residents to participate in self-help programs aimed at the development of themselves, their families, and communities. It will also make individuals more aware of their difficulties and help them gain the skills and knowledge necessary to tackle them.
It will also pique the government’s attention and encourage them to participate in rural and community development programmes, which they will take seriously because community development is a step towards national growth.
The findings of this research will enable national development; by eliciting the needs for community members to embrace self-help and embark on entrepreneur education, members of the community will be developed, and her government’s treasury will improve, thereby driving national development.
