GODFATHERISM AND OFFICIAL CORRUPTION IN THE PUBLIC SECTOR: A CASE STUDY OF THE ENUGU STATE/LOCAL GOVERNMENT JOINT ACCOUNT SYSTEM (MAY 1999-MAY 2007).
ABSTRACT
The problem of godfatherism and its concomitant government corruption is one of the major headaches plaguing Nigeria’s democratic process. Since the establishment of the Fourth Republic,
the problem of godfatherism had become so apparent and unsettling that many federation nations were confronted with a supremacy dilemma between the political godfathers and their estranged godsons.
These crises were typically accompanied by unbridled official corruption in the management of these states’ affairs, as the resources of these states and their local Government Councils were deployed to serve individual and or group interests, while the welfare of the majority of the electorates was relegated and undermined.
The establishment of the state local Government joint Account System by the Federation’s states exacerbated this bleak position. Since then, the revenue allocations disbursed to the states
by the Federation Account Allocation Committee (FAAC) in favour of their Local Government Councils have been seriously tampered with, and in some cases completely withheld, under the guise of joint projects or other fabricated reasons.
This study aims to delve into the operations of godfatherism and its attendant official corruption in order to establish a link between the state chief executives’ sponsorship of local government chairmen in Enugu state and the State Joint Account Allocation Committee’s failure to remit full revenue allocations to various councils between May 1999 and May 2007.
The study concludes that there is a positive relationship between the sponsorship of Local Government Chairmen in the state by their executive godfathers and the nonremittance of full revenue allocations to the councils during the period under review,
using Karl Marx’s Dialectical Materialism as its relevance criteria. As a result, the report proposes that the godfather scenario be discouraged in Nigerian politics and that the Joint Account System be removed from the Nigerian constitution.
