Abstract

Shiroro Dam is one of three large hydroelectric dams erected on the Kaduna River in Niger State, located in Nigeria’s northwest. The river flood plain downstream of the dam has rich alluvial soils with excellent agricultural potential, which has been a key draw for various local populations that have relocated in the area and turned to farming as a source of income.

However, downstream people are vulnerable to flooding and other risks associated with their livelihood activities and living patterns. In February 2012, a research on rural hazards identification and vulnerability assessment was carried out in Gusoro and Gurmana villages of Shiroro Local Government Area, near the Shiroro dam’s downstream sector.

The study collected data by a direct field survey, which included oral interviews, a questionnaire survey, and field measurements. The results of data analysis revealed, among other things, that the communities were vulnerable to floods, erosion, and health risks, as well as the possibility of building collapse and environmental deterioration.Hazard Response

Local coping measures such as increasing concentration on higher land and constructing elevated pathways and embankments were found to be rudimentary and unsustainable.

The challenges of high illiteracy, poverty, and dependent population (approximately 50%), as well as poor or full absence of access to safe drinking water, health facilities, basic infrastructure, and credit facilities (18.1%), render people extremely susceptible.

Hazard Response The level of preparedness was low since there were no disaster management committees, local disaster management organisations, or local disaster plans.

All of this undermined community resilience and made people more vulnerable. Hazard Response The study recommended the provision of basic amenities, strong awareness education, and the establishment of integrated community-based disaster risk reduction programs as realistic ways for minimising the risk of catastrophes in the region.
