Abstract

Housing is the procedure that enables people to live in their homes. In effect, the phrase “housing” refers to both the house and its surroundings, including all associated facilities and services. The Building Approval phase is one of the steps involved in house construction before work begins.

This phase is characterised by numerous hurdles to housing productivity in Nigeria, particularly in Port Harcourt. In 2009, the Rivers State Government implemented the Rivers State Geographic Information System (RIVGIS) to manage land registration concerns. Also in 2012, the “One-Stop-Shop” for building plan approval was implemented.

The results have been rewarding; the various processes are more transparent, the time it takes to get building approval and a Certificate of Occupancy (C of O) has been reduced, the number of structures built without permits and building collapses has decreased, and the practice of using quacks in the building profession is being monitored.

Overall, this has increased the safety of life and property. However, issues persist that necessitate the implementation and enforcement of specialised legislation.
