CHAPITRE ONE

INTRODUCTION

1.1 BACKGROUND OF THE STUDY

It has been noticed that the best method to establish good and safe government is to distribute it among many people, assigning each person exactly the duty for which he is qualified. This is why local government is so vital as the third tier of government.

Local governments in Nigeria have recently been allocated specific development duties under the constitution. This is not to say that municipal governments did not contribute to economic progress in the past. Local governments, for example, were responsible for an average of 12% of overall public expenditure in the country between 1955 and 1965.

A local government is defined by law as government at the local level that performs particular functions within designated regions. Local government has significant authority to intervene in local affairs.

It is the tendon that connects the rural people, their concerns, aspirations, and progress, to the central government.

“Simply and precisely, local government is government at the local level.” To put it another way, Local Government is a system of devolution of power to the local government to offer 1961-type services.

It is a legally created autonomous or independent body tasked with administering and dealing with topics of local relevance within the territory defined by that law. Local government, on the other hand, is now constitutionally recognised as the third tier of government.

1.2 STATEMENT OF THE PROBLEM

Local government officials in Nigeria have so many challenges that they are unable to carry out their tasks efficiently.

However, there are some issues that will be discussed later, some of which have been resolved by previous administrations.

Among the most notable are the following:

a. Can embezzlement or misappropriation of funds by rural officials assist to the growth of local government?

b. Can the influx of rural residents to urban areas due to a lack of social facilities result in economic development in the local government?

c. How may rural residents be brought along with the modern trends of the local government system?

d. How can the local government’s resources be used to their maximum potential?
The above is the problem statement for this study.

1.3 RESEARCH QUESTIONS

In order to acquire significant results from this research, the following research questions have been developed and will be investigated:

a. Does the performance of Ilaje Local Government, as one of Nigeria’s Local Governments, meet its legal responsibilities?

b. Does Ilaje’s local government area’s inability to accomplish its development goals stem from a lack of financial resources?

c. Does the morale of the Ilaje local government area’s workers work against the realisation of its economic development responsibilities?

1.4 OBJECTIVES OF THE STUDY

a. To be familiar with the Nigerian Local Government system in the context of the Ilaje Local Government area.

b. To strengthen the Ilaje Local Government Area’s financial base, which hinders its ability to accomplish its development goals?

c. To show how the Ilaje Local Government Area has aided in economic development.

Because the Federal Military Government’s conviction is emphasised in the Local Government Guidelines, the goal of this study is likewise based on Federal Government Objectives.

The findings of such an empirical study would put us in a good position to ask if the Local Government has improved its performance at the grassroots level of development. We shall investigate the issue that is impeding such achievement.

1.5 SIGNIFICANCE OF THE STUDY

The relevance of this research is that its findings will provide more light on the Local Government system and the issues confronting Local Government in the context of the Ilaje Local Government Area.

a. Determine the usefulness of the performance and the solution to these challenges. We also expect that the outcome will be of interest to the country’s policymakers.

b. They are also meant to benefit the residents and indigent of Ilaje Local Government, who are the target population of the Local Government’s development initiatives and may be unaware of the challenges confronting the Local Government.

c. Finally, a critical and careful examination of this research effort will assist reveal the elements responsible for a slowdown in performance in Ilaje Local Government, as well as viable solutions to such difficulties.

1.6 SCOPE OF THE STUDY

The scope of this research is limited to Ilaje Local Government in Ondo State.

The research will critically assess the Local Government system in terms of its performance in development in the local area as well as Ondo State as a whole.

1.7 LIMITATIONS OF THE STUDY

Some factors presented as limits to the determined efforts of the research to carryout the research study to such a depth and in such a manner that it ought to have been carried out judging from its significance to management throughout the performance of this research activity, such factors include:

a. Management Restriction: More often than not, management allows access to information that is deemed particularly secret in nature, such as detail information on the organisational corporate profile. Because of the constraints, the author was only able to work with the information that he had access to.

b. Time Constraint: Another obstacle that impedes the completion of this research investigation is time. This is due to the fact that other things were still being addressed to while carrying out this research.

c. Financial Restriction: Money is also a constraint in the research process. Travel expenses were incurred in order to get resources for the study project. Expenses for typing and distribution, constructing, and a variety of additional costs were also incurred.

1.8 DEFINITION OF TERMS

It is necessary to define the following notion used in the project work:

Local: Undeveloped rural areas.

Government: The apparatus by which the will of the state is carried out.

Empirical research is a type of research that is conducted in order to obtain information or to learn about anything (for example, Local Government, communities, etc.).

Cause: It is a type of knowing or discovering the difficulties associated with a specific circumstance or entity.

Effects can be described as the outcome of an event or a thing. It could have a beneficial or negative impact.

Inadequate: A condition in which there is an insufficient or unsuitable amount of one thing in comparison to another.

Financial Capacity: This is the amount of money or the level of financing available to an organisation, individual, or government.

Economic development is defined as a rise in an organization’s, state’s, or country’s inventiveness and productivity. Economic development increases the wealth of a region, state, or country.

Economic development can be defined as the full utilisation of all available resources in every sector of a certain area, state, or country in order to raise the standard of life and economic growth of that area, state, or country.
