Chapter one

INTRODUCTION

1.1 Background of the Study

Over the years, there has been an increase in the abandonment of building projects and infrastructural facilities, resulting in the dilapidation, degradation, and deterioration of these structures in Nigeria’s current urban metropolis.

Recently, there has been a lot of research investigations and analysis that point unshakeably to the fact that certain features such as client perception, cost of maintenance works, unskilled maintenance technicians, inflation rates, effect of taxation on building owners, government policies, and inability to prepare and follow maintenance schedules are direct causes of neglect that leads to dilapidations and deterioration of building structures (onibokun 1997).

There are other remote causes of lack of maintenance, such as force majeure, cultural issues, the state of the economy, the receding global economic disaster, a lack of time, and general illiteracy among building or structure occupants and facility users.

However, there has been an increase in the importance of building maintenance as a proportion of the construction industry’s output, which comes against the backdrop of mounting pressure on new build activity and a growing awareness of the need to better manage the condition of the nation’s buildings and infrastructure.

However, such maintenance effort occurs in a context that does not result in a completely integrated approach to controlling building performance, and so the full potential of many buildings and infrastructures is never realised.

Buildings and infrastructure facilities are progressively and methodically crumbling, dilapidating, and deteriorating in almost every town and city centre in Nigeria, with little or no maintenance strategy and effort.

A typical visual perception in the big metropolis can show that the majority of the

(d) Sanitation and drainage systems

(h) Sign posts and route location markers

are dilapidated and in dire need of upkeep. The lack of upkeep of these buildings and infrastructures negatively impacts the populace, which consequently affects the output of the working class; capacity of the populace is thus lost; time value for achieving goals and objectives is minimised; it also causes all sorts

of ill-health and psychological impacts, which reduces the nation’s economic growth.

1.2 Statement of the Problem

All three branches of government, along with state-owned enterprises (SOEs), oversee large portfolios of immovable infrastructure assets. While there is a lot of emphasis on infrastructure delivery, it doesn’t end with the facility being commissioned.

Once the infrastructure has been commissioned, a number of tasks must be completed to ensure that it continues to perform, such as allocating necessary finances and retaining appropriate workers to keep the assets operational.

“Delivery” must be widely recognised to include not just the construction of the infrastructure, but also the appropriate operation and maintenance of the asset throughout its design life.

The economy faces numerous challenges as a result of building and infrastructure maintenance. One of the most important issues is finance; government funding for building repair (both public and private) is limited.

The grant for the maintenance of infrastructure facilities is at its lowest point. Most buildings and infrastructures have been neglected by subsequent tenures of government, while the private sectors; individual property owners have little or nothing to contribute towards effective maintenance of their buildings, so long as the buildings afford the owner annual income, he could not care less about the maintenance, and so long as the interior of the building is
