ABSTRACT

The state of nature is conceived as a period where man lived without civil government and was ruled by reasoning. It is a period of constant violence and war of everyman against everyman. For one to get rid of this life of fear of sudden death, everyone must submit their general Will and Right to single man who he called the Leviathan. The Leviathan who is absolute will protect these rights and lead the people to a prefect society. The political philosophy of Hobbes was used to address the current issue with the Federal System of government in Nigeria. Federalism is a constitutional system which holds a division between central and regional governments and where special or entrenched representation is accorded to the region in the decision-making procedures of the central government.   Federalism in Nigeria is been sabotaged by some factors such as corruption, ethnic differences, religious extremism, poor educational sector etc. The Leviathan of Thomas Hobbes was reconciled and likened with the President of Nigerian. For Nigeria to become a perfect Federal state there’re obligations and principles the ought to keep. A President must be elected by the people and they must submit their general Will and right to him. The President (Leviathan) is bound to protect these rights, he protects the people and discard violence in their society. It is his primary function to provide a peaceful and perfect society for his people.
