CHAPITRE ONE

INTRODUCTION

BACKGROUND OF THE STUDY’
In its civil service Rules (2008), the Federal Government of Nigeria defines the civil service as a body or entity covering ministries and extraministerial offices that exists indefinitely.

Surprisingly, Section 318 of the Federal Republic of Nigeria Constitution defines civil service as “service in a civil capacity as staff of the Ministry or Department of the Government of the Federation assigned with responsibility for any business of the Government of the Federation.”

The same constitution defines civil service as “service of the Government of the State in a civil capacity as staff of a ministry or Department of the Government of the State assigned with responsibility for any business of the Government of the State.”

As a result, the Nigerian democracy values civil service and has firmly established it in the constitution. Section 169 of the Nigerian Constitution declares, “There shall be a civil service of the Federation,”

whereas Section 206 of the same Constitution states, “There shall be a civil service of the Federation.” A civil service shall be established for each state of the federation.

To be more specific, the civil service is an important aspect of the Executive and serves as the primary channel via which Government policies are either implemented or the necessary data for their formation.

In a nutshell, civil service is a group of men and women who work to ensure that any government’s plans and programmes are carried out at any given time.

Civil service as a component of government never dies. Because of its eternal existence and the changing nature of constitutionally elected governments, it must be endowed with special characteristics to assist every administration, regardless of its political learning (Afahanam, 2010).

The Akwa Ibom State Civil Service, from which this study draws its case, exists as a result of the foregoing. In general, civil servants should be efficient and effective. Effectiveness and efficiency are sometimes confused, yet the two concepts are not identical.

The term “effectiveness” refers to the achievement of some policy goals at the lowest attainable cost. Efficiency, on the other hand, relates to an input-output relationship, that is, achieving the most work with the least amount of energy or resources. (2010) (Afahanam).

The purpose of this study is to establish how effective and efficient Akwa Ibom State’s civil service is in comparison to the ineffectiveness and inefficiency of Akwa Ibom State’s civil service.

1.2 STATEMENT OF THE PROBLEM

The civil service is a highly regimented organisation. Rules and regulations are established and must be followed, with the interests of the service remaining paramount.

The Nigerian constitution, the public officers’ Handbook of the code of conduct Burean, and the civil service rules have all provided a general code of conduct for civil servants with the goal of having a viable civil service;

however, some irritated civil servants continue to demonstrate some levels of ineffectiveness and inefficiency in the service. Some believe that government activity is the service of some hazy and indefinable authority, whose work is never done or completed but continues indefinitely.

To them, anyone attempting to speed up or apply any degree of industry to government work is foolish. As a result, Nigeria’s civil service suffers. On this basis, the study seeks to answer the following research questions:

What is/are the causes of the ineffectiveness and inefficiency of Akwa Ibom State’s civil service?

What impact do these shortcomings have on the overall development of the state?

What steps is the government taking to improve service efficiency and effectiveness?

1.3 OBJECTIVES OF THE STUDY

The Overarching Goal

The primary goal of the study is to examine how ineffective and inefficient Akwa Ibom State’s civil service is.

Other Purposes

To identify the causes responsible for the Akwa Ibom State Civil Service’s ineffectiveness and inefficiency.

To investigate their effects on the state’s overall development.

To propose methods that could improve the efficacy and efficiency of the Akwa Ibom State Civil Service.

1.4 SIGNIFICANCE OF THE STUDY

The study is noteworthy since the civil service in Nigeria is playing a declining role in service delivery. The image of a country reflects the efficacy, efficiency, and sensitivity of its civil service, hence the study is critical in analysing the nation’s image.

The study will also lay the groundwork for future academics to conduct comparative studies of comparable cases.

Finally, as a reference document, this study will aid many students, civil servants, and teachers.

1.5 RESEARCH HYPOTHESIS

The following hypothesis will guide our research:

There is no substantial association between a lack of worker motivation and the level of ineffectiveness and inefficiency in Akwa Ibom State’s civil sector.

There is no statistically significant link between corruption and the level of ineffectiveness and inefficiency in the civil service.

There is no substantial association between low input and high levels of inefficiency and ineffectiveness in Akwa Ibom State’s civil sector.
1.6 THEORY OF FRAMEWORK

The broad systems theory is used in this work. Political activity, according to the system theory’s proponents, is a manifestation of a grand but yet unrevealed design in which needs and desires set in motion a social and political process known as the system, which eventually leads to the creation of political laws and institutions (Charlesworth, 1967).

A system, according to Orang Young (1968), is a collection of elements or units that interact in some way and are isolated from their surroundings by some form of boundary.

According to Charles McClelland, a system is a structure that is considered to have parts in contact or relationship, as well as certain definable boundaries that separate it from the environment.
