Chapter One

Introduction

Background of The study
Intergovernmental relations (IGR) are an essential and widespread component of modern political systems, becoming increasingly important as the complexities of modern governance expand. They have become a prominent aspect of federal political systems, but they are an essential component of any political system with more than one level of government.

There is no required relationship between the government system and the degree of centralised IGR or the relative power of the various levels of government. Indeed, federations such as Australia and the United States have been increasingly centralised, whereas many unitary governments have lately decentralised.

This is true for both developed countries, such as the United Kingdom and Spain, which have devolved significant policy and political authority to regional governments, and developing countries, such as China, Vietnam, and Indonesia, where regional governments have increased their autonomy and financial independence.

The government in Nigeria’s federal presidential system includes three branches and three tiers that interact to carry out the tasks of the state as defined in the 1999 Constitution. Intergovernmental relations refer to how these departments and tiers of government relate and interact in the fulfilment of government functions.

The country’s observable functional intergovernmental ties are mostly vertical patterns of relationships between the federal and state governments, as well as between the federal, state, and local governments.

Given the structure of Nigerian federalism, which vested the federal government with so many functions and authorities in the Exclusive Legislative List, the vertical form of intergovernmental relationship prevails in practise.

The horizontal pattern of intergovernmental relations between or among states and between or among local government councils exists only in theory, as no two or more states have pooled resources to provide common services to their citizens,

nor have any two or more local government councils collaborated to address certain challenges confronting their people as development partners. Based on this context, the researcher wishes to explore the intergovernmental interaction and development challenges in Kebbi state.

Statement of the problem

The horizontal pattern of intergovernmental relations between or among states and between or among local government councils exists only in theory, as no two or more states have pooled resources to provide common services to their citizens, nor have any two or more local government councils collaborated to address certain challenges confronting their people as development partners.

Aim of the study

The study’s aims are as follows:

To investigate the link between intergovernmental relations and development in Kebbi state.

Determine the intergovernmental relationship challenge in Kebbi state

To determine whether intergovernmental relationship challenges have an impact on development in Kebbi state.

Research Hypotheses

Ho: In Kebbi state, there is no link between intergovernmental relations and development.

Ho, there is a connection between intergovernmental relations and growth in Kebbi state.

In Kebbi state, there is no intergovernmental relationship difficulty.

Ho, there is an issue with the intergovernmental connection in Kebbi state.

The significance of the research

The study will be extremely beneficial to both pupils and the Nigerian government. The study will provide a detailed picture of the intergovernmental interaction and development challenges in Kebbi state. The study will also be used as a resource for other researchers who will be working on a similar topic.

The scope and limitations of the study

The study’s scope includes the intergovernmental relationship and development challenges in Kebbi state. The researcher ran into various obstacles that limited the scope of the investigation. These restrictions include, but are not limited to:

a) RESEARCH MATERIAL AVAILABILITY: The researcher’s research material is insufficient, restricting the scope of the investigation.
b) TIME: The study’s time frame does not allow for broader coverage because the researcher must balance other academic activities and examinations with the study.

1.7 DEFINITION OF TERMS

Intergovernmental relationship: An intergovernmental relationship is also defined as an interacting network of institutions at the national, provincial, and local levels that was created and refined to allow the various parts of government to cohere in a manner that is more or less appropriate to the institutional arrangements.

A challenge is an invitation to take part in a competitive situation or fight to determine who is greater in terms of talent or power.

Development: the process of creating or being created.

STRUCTURE OF THE STUDY

This research paper is divided into five chapters for easy comprehension.

The first chapter is concerned with the introduction, which includes the (overview of the study), historical background, problem statement, objectives of the study, research hypotheses, significance of the study, scope and limitation of the study, definition of terms, and historical background of the study.

The second chapter emphasises the theoretical framework on which the study is based, as well as a survey of related literature. The third chapter discusses the study’s research strategy and methodology.

The fourth chapter focuses on data gathering, analysis, and presenting of findings. The study’s summary, conclusion, and suggestions are presented in Chapter 5.
