Nigeria’s public sector must decentralize collective bargaining and pay as part of economic reforms and efficiency efforts. However, the move to decentralize has resulted in both a long-term labor dispute and a disagreement between the federal and state governments.

The use of ad hoc wage commissions to try to unify the public sector’s wage structure after failed attempts at institutionalizing collective bargaining and consolidating the unified wage structure is to blame for this scenario. It has become crucial to restoring the country’s labor system‘s stability that the federal question be resolved. Nigeria’s fiscal federalism and intergovernmental ties have been severely warped under the military.
