INTRODUCTION
1.1 THE STUDY’S BACKGROUND
A university library’s primary function is to support the institution’s goals of teaching, learning, and research. The library is regarded as the heart of the institution’s intellectual system. Because of its unique position in the overall system, the quality of the institution is measured to a large extent by the services provided by the library.
In Nigeria, the history of university libraries began in 1948 with the establishment of the University College, Ibadan. As a result, the University College Library (now Kenneth Dike Library, University of Ibadan) was established as the College’s intellectual heart.
Other higher university libraries established in Nigeria after 1948 made certain that this precedent was followed in their respective institutions. However, the situation deteriorated in the 1980s when the Federal Government of Nigeria implemented the World Bank-inspired Structural Adjustment Program (SAP), which had a negative impact on university funding.
The first casualties were university libraries. This is because many of the materials purchased by libraries have a significant foreign exchange component, and the government’s SAP resulted in a massive devaluation of the national currency. As a result, funds allocated to universities could no longer meet the needs of libraries.
The situation worsened to the point where the Federal Government of Nigeria decided to intervene, establishing the World Bank Federal Universities Development Sector Adjustment Credit, the Petroleum Special Trust Fund, the National Education Materials Procurement Program, and the Education Tax Fund.
In Nigeria today, there are over 200 universities. Given the limited funding available to academic libraries in Nigeria, it is understandable that scholars and students can only access a subset of the information available in their fields.
