Chapter one

Background of the study

1.1 Introduction.

Previously, most communities were extremely basic and underdeveloped in terms of social, economic, intellectual, and physical development, among other things.

Experiences indicate that a community can rarely be formed without the efforts of its members. According to Kenny (2004), a community can grow when its members come together to identify their needs and work towards meeting them.

Members of the community may commence community development, which will require the collective efforts of the entire community, according to Ekpat (2008).

He went on to say that the development of a community is caused by an imbalance in social facilities such as health care centres, roads, town hall construction, power, and water supplies, among other things.

While agricultural techniques of community development include agricultural co-operatives, agricultural extension programmes, and so on.

 

According to Onuoha (2009), many community self-helped initiatives fail to be completed due to inefficient monitoring and oversight. It is thus critical to thoroughly examine community self-help programmes in order to identify the issues that may impede their completion.

Local government is a political authority established by a nation or state as a subordinate authority to distribute or decentralise political power. Local government is a political subdivision of regional government that seeks to bring community development to rural residents at the grassroots level.

Rural development is not a new idea; it is characterised as a process in which people work independently of government authority to better the economic, social, and cultural situations of rural residents.

The role of local government in the promotion of development reforms emphasised that one of the primary goals of local government is to mobilise people and material resources through public participation in the promotion of local government. This marked the beginning of the employment of local government administrations as development agents in Nigeria.

1.2 Statement of the Problem

Every local government operates under certain constraints, such as mismanagement by community leaders, limited funds to develop rural areas, external proposals imposed on the people, insufficient working traditional and cultural values, inefficiency in monitoring and supervision, and corruption among local government officials.

All of the aforementioned issues are sure to stymie local government efforts to start on substantial development in rural areas.
