CHAPITRE ONE
INTRODUCTION
1.1 BACKGROUND OF THE STUDY
Revenue is a vital source of income for the development of any organisation, whether public or private. They are free to pursue any development initiative. The implementation of organisational programmes is dependent on the organization’s predicted revenue. D. Akpainyang (1989:28).
Speaking on the topic “problems of revenue mobilisation,” Udo (1988:177) claims that the root of the abolition may be traced back to the politics of the time and the ideology of some political parties.
According to Umoren (1994:68), revenue must be earned in order to achieve the “public will” represented by law. He also stated that government is an organisation of people that band together to mobilise and enhance their standard of living through voluntary contributions within their communities.
However, this study focuses on the routes of revenue mobilisation for community development in the Urue Offong/Oruko Local Government Area of Akwa Ibom State.
In general, some Local Governments have a very potential economic and revenue basis that is not being utilised. The actualization of revenue projections in a specific organisation is dependent on the organization’s method of income production mobilisation.
Some local governments rely only on grants from the state and federal governments, while others seek loans from financial institutions to fund projects that they may be unable to repay.
This has raised the question of why some local governments’ revenue bases are dwindling as if they have no revenue production basis in their districts.
1.2 STATEMENT OF THE PROBLEM
In this modern day, it has been found that incorrect revenue mobilisation has severely hampered the development initiatives of numerous communities. This is because the sustainability of any community development is dependent on its revenue structure or base being effectively utilised or maintained.
However, it is on this basis that this study tries to examine and solve these questions about revenue production and mobilisation in the Urue Offong/Oruko Local Government Area, thereby providing potential solutions.
1.3 OBJECTIVES OF THE STUDY
To identify the factors influencing income production and mobilisation in the Urue Offong/Oruko Local Government Area.
To highlight the ways in which the Urue Offong/Oruko Local Government Area may mobilise its poor for revenue creation in the local government.
Suggestions for effective revenue mobilisation and utilisation for community development in the Urue Offong/Oruko Local Government Area.
To investigate the issues related to revenue mobilisation in the Urue Offong/Oruko Local Government Area.
In this study, an attempt will be made to scientifically analyse the negative and positive influence of money creation on community development.
1.4 JUSTIFICATION AND SIGNIFICANCE OF THE STUDY
The purpose of this research is to identify methods or channels for raising cash for community development in the Urue Offong/Oruko Local Government Area.
The outcome of this work will offer potential revenues for raising additional funds or revenue for community development in the Urue Offong/Oruko Local Government Area.
1.5 SCOPE AND ORGANISATION OF THE STUDY
This study evaluates revenue mobilisation strategies for community development in the Urue Offong/Oruko Local Government Area.
It is organised as follows: chapter one discusses the background, introduction, problem description, justification significant, scope – organisation, study limitations, and Reference.
The second chapter includes a review of the literature, a theoretical framework, a hypothesis, and research methodology. Key concept definition and reference.
The third chapter is divided into three sections: historical-political evolution, organisational structure, functions, Urue Offong/Oruko Local Government Area concerns, and references.
Chapter four discusses Local Government and Rural Development, Revenue Generation in Local Government, Internal and External Revenue Sources, Strategies for Mobilising Revenue for Rural Development in Urue Offong/Oruko Local Government Area, Revenue Generation Problems and Prospects, and References.
Summary, recommendation, conclusion, and bibliography comprise Chapter Five.
1.6 LIMITATIONS OF THE STUDY
This research is centred on the collection of revenue for the development of communities in Akwa Ibom State’s Urue Offong/Oruko Local Government Area.
As a result, data collection and essential information will be limited to the Urue Offong/Oruko Local Government Area, where the majority of the relevant material is gathered. This endeavour is severely constrained due to time constraints and insufficient funding.
