INTRODUCTION
1.1 THE STUDY’S BACKGROUND
The National Library of Nigeria is the country’s most important library. It was established under the National Library of Nigeria Act No.6 of 1964 and the National Library Decree No. 29 of 1970 with the goal of providing the nation with library and information services. The library’s main goals are as follows: to assemble, maintain, and expand a collection of information materials of various types and in all forms (print and electronic) appropriate for a library of the highest caliber;
To make the National Library of Nigeria’s facilities available to the general public and others in appropriate terms; To create and publish catalogues, indexes, and other similar materials. To assist individuals and organizations with their libraries, as well as to develop the Nigerian National Bibliography and National Bibliographic services. Others include: collecting books on current or novel ideas from international organizations;
To provide publishing organizations and individuals with International Standard Book Numbers (ISBN) and International Standard Serial Numbers (ISSN) (Enyia, 1992). It is also expected to stay intellectually afloat by accepting legal deposits (all works by Nigerian writers).
Efforts have been made over the years to use traditional library tools to provide effective library services to library users and, as a result, achieve the library’s objectives. Catalogue cards, newspaper indexing and press cuttings, and the use of post offices for document delivery and correspondence were all popular traditional library tools.
However, traditional library tools were quickly discovered to be incapable of dealing with the management of large volumes of information materials resulting from information explosion and global information management (Oyelude, in Madu, 2004).
