1.0 Introduction

1.1 Background of the Study

A public enterprise, such as Power Holding Company Nigeria (PHCN), is an organised body established as part of the government machinery to achieve entrepreneurial or entrepreneurial-like goals (Laleye in Adsamolekun, 2002:28).

However, the public service serves as the institutional foundation for the administration of the state. It consists of the civil service, the legislature, the judiciary, and the educational system.

The public service, along with the local government system, provides the structural framework for the development and implementation of government policies and activities.

It is important to note that the civil service and public service (Adebayo, 1995:940) combine the characteristics of public administration with the fundamental elements of private firms.

The establishment of these enterprises or parastatals stems from a desire to instill more flexibility, transparency, and government activities, which has virtually become a feature of every modern state

with the exception of the Power Holding Company Nigeria, which was established in 1957 with the goal of providing consistent power supply throughout the country.

However, before the founding of the PHCN, there was the Nigerian Electricity Corporation (ECN). Engineer Joseph Makoju is the current managing director (MD) of PHCN for the entire federation

whereas the business manager of Power Holding Company of Nigeria (PHCN) Owerri district is made up of various staff or nonces based on the specific functions they undertake. PHCN Owerri district employs seven hundred and fifty (750) people.

Power Holding Company of Nigeria, as a public corporation, has a hierarchical system of administration, similar to an upward and downward communication system.

1.4 Statement of Problems

PHCN is known and recognised as one of the most essential public enterprises, and as such, it has numerous challenges in maintaining consistent energy generation across the country or within a district. Most of the challenges encountered by the PHCN department or office in Owerri are as follows:

1. The monopolistic problem

2. Bribery and corruption.

3. Abnormality in perpetual billing

4.There is a misuse of corporate facilities.

5.True examples of inefficiency

6.Problems with vanadalization of PHCN equipment

7.Collapse of the national grid system.

1.5 Study Objective

The study’s objectives and purpose reflect the concerns of many workers in public businesses and students about how to increase the effectiveness and efficiency of management in an enterprise.

To enable it positively affect organisation performance action towards the wellbeing of the enterprise

The goal of this study is to investigate the managerial behaviour of workers on the subject.

1. The study’s objectives are directly related to determining job satisfaction and appropriate communication between employees and their management.

2. It aims to determine the efficacy and efficiency of state enterprises, as well as other enterprises.

3. The goal of this study is to clearly demonstrate communication in public companies and how it aids in planning and decision making.

4. It also demonstrates how good communication persuades employees to put greater effort into their jobs.

Finally, the aims focus on utilising Fayol’s 14 management principles to achieve organisational goals.

1.4 Statement of Hypothesis

To acquire a better understanding of this study, a few hypotheses are proposed in response to the already posed inquiry, and the following hypotheses are being rejected or accepted.

Ho: That PHCN owerri zone has adequate motivating management abilities to provide effective and efficient administration services to its customers or consumers.

H1: The PHCN Owerri zone lacks suitable motivation management abilities and interim delivery management skills in order to provide effective and efficient administrative functions to its customers or consumers.

1.5 Scope and limitations of the study

This study focuses on the following department of Power Holding Company of Nigeria:

1. Personal Department.

2. Finance and Accounting Department

3. Production Department.

4. Administrative Department

5. Sales and commercial section

6. Workers Department

7. The records and statistics department

8. Drawing department, etc.

Limitations of the Study

A well conducted study of this sort cannot be realised without some kind of limitation.

The following are the constraints of difficulties that the researcher considers relevant to describe as

1. Time restrictions.

2. High cost of printing materials.

3. Data Collection/Finance

1.7 Significance of the Study

Public enterprises are quite important in the country. It promotes the development of the country.

The significance of the study lies in its capacity to show the restrictions of public companies. In fact, studying the factors that contributed to the roughness of these public enterprises can help us better comprehend the problem.

In this regard, the study focuses on educating and involving Nigerian public enterprises.

It is believed that this research nail does not contribute to the existing. Literature on public enterprises in this country.

1.7 Definition of Terms

This is a brief definition of certain terminology used in research while producing this project.

Public corporations, also known as statutory enterprises, are legal or corporate entities founded by the federal or state government under specified legislation, acts of parliament, decrees, or edicts for specific business or financial purposes.

They are legislatively established corporate bodies with specific powers and functions, as well as financial independence, and explicit jurisdiction over a specific area or type of commercial venture.

The statutory corporation, also known as a government parastatal in Nigeria, is formed when the government assumes responsibility for the management of an economic and social pursuit through a special entity with its own legal personality while retaining some of the special prerogatives or privileges associated with a government organisation (Laleye in Adamolekun, 2002:30).

Anomaly in billing

This is due to the incorrect systematic approach taken by PHCN officials when billing their consumers, which is that they don’t care if you have light or not; all they ask is that you pay your fee or you will be disconnected.

EFFICIENCY

This is a patent right granted to a company or corporation.

Public firms serve as the exclusive producer or market for a specific commodity or service in the country.
