ABSTRACT
This study was carried out in an attempt to develop and improve the standard of living and eradicate poverty in the Asari – Torm local government area. It addressed public policy and grass root development in Nigeria, with a critical appraisal of the National Poverty Eradication Programme. To attain its goals and objectives, the programme makes use of personnel, financial, and material resources.

The study aims to highlight the critical importance of effective and efficient policy execution, such as the National Poverty Eradication Programme (NAPEP), in rural development, with a focus on the Asari – Torn Local Government Area of Rivers State.

The formulation of public policies for grass-root development in Nigeria could be regarded as a new direction towards poverty alleviation programme, but the lack of proper planning and implementation causes a low level of efficiency of its outcome;

this includes the NAPEP officials’ lack of consultation with community people (chiefs, elders), poor orientation and motivation of people towards the NAPEP programme, corruption on the part of the NAPEP officials, and so on.

To identify and investigate these issues, data were gathered from both primary and secondary sources, and a total of 25 questionnaires were distributed, with a 100% response rate. In the hypothesis test, the chi-square approach with a 5% level of significance ( = 0.05) and a percentage pattern were utilised to analyse the data.

Many discoveries were reached after analysing the data, which corroborated the notion that bad public policy formulation and implementation remained the most severe problem militating against poverty reduction and grass-root development through the activities of the NAPEP initiative.

Finally, the study concludes with a conclusion and recommendations aimed at resolving the problem of poor public policy formulation and implementation in Nigeria, such as raising awareness, motivating community leaders,

establishing proper consultation with community leaders, ensuring transparency and well-organized NAPEP programme and activities, proper administration, training and development, and so on.
