INTRODUCTION
1.1 The Problem and Its Setting
Every industry operates under two sets of restrictions. Internal constraints are challenges within the organisation over which the firm has a decent degree of control. Some of these factors include personnel problems, capacity utilisation, and production techniques or processes.
External variables might provide significant challenges to a business. The challenges are exacerbated by the fact that they are caused by circumstances outside a particular enterprise’s control. Examples of such influences include government regulations, traditional or cultural beliefs, and so on.
Nigeria’s bakery industry has suffered from external constraints. Previously, bakers relied on local millers to generate their essential raw materials, flour from imported wheat.
The government prohibited the importing of wheat and wheat products in 1986, sending shockwaves through this well-established and expanding business. Wheat goods have begun to absorb an intolerable amount of the nation’s foreign exchange, as illustrated in table 1.1.1 below and picture 1.1.1 on page 3.
