ABSTRACT
This study investigates the information technology skills necessary for an effective secretary’s job performance in the Imo State civil service system. In order for secretaries to execute their jobs effectively, this research was conducted to determine the necessary abilities.
Secretaries/office technology managers in today’s office/business cannot achieve a reasonable percentage of organizational goals without adequate knowledge, experience, and skills to operate and manipulate the ICT machines and devices that will ensure secretaries’ accuracy, efficiency, standardization, and increased productivity. In light of this, the following ideas were also investigated: information, communication, technology, and information.
Communication technology, the problems of ICT, and the applications of office technology secretaries. The conclusion of this study is that the Imo State government should provide secretaries with comprehensive, professional training in the use of information and communication technology equipment. Additionally, the government should provide this equipment. And recommendations were made that in order for office technology and secretaries to perform credibly and achieve organizational goals, they must acquire the skills, knowledge, and experiences necessary to operate diverse ICT machines, equipment, and devices efficiently and effectively when performing secretarial and office functions.

INTRODUCTION
1.1 BACKGROUND STUDY
Initially, the secretarial profession consisted solely of typing, writing, and shorthand transcription. Today, however, it involves functions such as sorting and retrieving information, transmitting information, and so on, using manual electrical equipment. A secretary assisting a senior executive who demonstrates initiative, employs sound judgment, and makes decisions within the scope of his or her authority; possesses mastery of office skills and the ability to assume responsibilities without direct supervision; possesses office skills mastery and the ability to assume responsibilities without direct supervision. Additionally, the secretary performs additional office tasks and makes and implements decisions on behalf of the company. There are, however, controversies regarding the future of the secretary in information communication technology due to the aforementioned factors.
In 1981, the phrase information communication technology was first widely used to describe the equipment and systems being developed in both the private and public sectors to create, store, and distribute information. Since then, the term has been shortened to ICT (I.C.T.).
The defining characteristic of modern technology is its capacity to handle information in one form or another. Utilizing methods of interconnecting diverse types of equipment in order to integrate their functions and control them efficiently has become prevalent. The definition of “ICT” is supported by a contemporary explanation of how computers interpret information.
Information communication technology as the broadly based technology required to support information systems, which many people today refer to as computer equipment, which helps to increase profit margins and improve planning and organization in the business society through the use of extremely quick, accurate, and flexible devices. People feel that office efficiency is crucial to the success of an organization since it can affect productivity.
1.2 DESCRIPTION OF THE PROBLEMS
A professional secretary’s duties extend much beyond fielding calls and manually organizing files. This is because a professional secretary’s duties encompass those of a computer operator. Secretaries are responsible for a variety of administrative and clerical tasks necessary for the successful operation of a business.
Some responsibilities include functioning as an office information manager, organising and scheduling meetings or appointments, conserving paper and electronic files, managing projects, coordinating trips, and disseminating information by telephones, mails, and e-mails. Therefore, the demand for secretaries with expertise in information technology is crucial, and this necessitates research.
1.3 OBJECTIVE OF STUDY
This study aims to investigate the information skills required of a secretary for effective work performance in the civil service system of Imo State. The particular aims are:
i. To investigate the shifting functions of the secretary in the era of ICT.
ii. On investigate the significance of information technology capabilities to the secretary’s job performance.
iii. To emphasize to a secretary the issues faced by the emergence of ICT.

The significance of the study stems from the researcher’s recognition of the significance of information technology skills in enhancing secretaries’ job performance in the Imo State civil service system, as well as the researcher’s recognition of the prospects for a secretary in information communication technology. This research will be a great asset to government policymakers in the area of privatization and will contribute to the successful advancement of secretaries in the field of information and communication technology.
