INTRODUCTION
THE STUDY’S BACKGROUND
A society that is not informed is a deformed society that cannot grow or develop beyond its current level of knowledge. As a result, information is critical in the realization of any nation’s goals, aspirations, and development. Power comes from knowledge. It is information, facts, or ideas that are useful for a specific purpose. Edoka (2000). It is information communicated or received about a specific fact or set of circumstances.
In today’s world, information and knowledge have a significant impact on a nation’s overall development process. People who have access to the right information and understand how to use that information to exercise their economic, political, and legal rights become empowered, allowing them to build a strong democracy.
Asari (2008) defines formalized formalized formalized formalized formalized formalized formalized formalized formal Democracy, in its definition and meaning, implies the respect and upholding of citizens’ fundamental rights, without which no government is qualified to be called democratic.
As a result, for a country to be truly democratic, citizens’ fundamental rights such as the right to life, the right to vote and be voted for, freedom of expression, the right to express ideas, and so on must be respected. To that end, various individuals, regional and international organizations,
as well as non-governmental organizations, are working to internalize and globalize the campaign for the promotion of human rights and democracy with the goal of eradicating all forms of oppressive regimes in human society as a means of achieving peace, stability, and development (Idowu, 2008).
Given the foregoing, public libraries have vital roles to play in enlightening and informing citizens of all religions, tribes, cultural and economic backgrounds, as they are the primary custodians and disseminators of information.
