INTRODUCTION

1.1. Background of The Study

The media, particularly social media, has long been recognised as an important facet of governance, particularly in advanced countries. Prior to the advent of democracy, the proponents of democracy in Nigeria during the military era anchored the argument on the issue of participatory governance,

in which government would be run in an all-inclusive fashion rather than an exclusive form of governance in which decisions are made by a microscopic few. The implementation of this kind of government will be impossible unless the media plays a key role in driving the process.

National development and participatory governance coexist because development is impossible without the participation of the public in governance. It is only through this participation that the government can adequately identify the needs of the people and work towards alleviating the sufferings of the masses.

To that end, social media cannot be overlooked in the quest to ensure adequate development in nations, particularly in Nigeria, where much has been said about the nature of our development not being adequate enough in satisfying at least a reasonable proportion of our populous nation.

In today’s governance, the issue of Good Governance and Development has risen to the top of the priority list as an essential requirement for social, economic, and political development (World Bank, 1989; UNESCO, 2005; Nanda, 2006; Hout, 2007; Gisserlquit, 2012), but better governance remains a source of concern and a major challenge for most countries, including Nigeria.

Despite these constitutional provisions, as well as the country’s tremendous financial resources and enormous potentials, including the social and economic policies pursued by successive administrations, effective governance and adequate development remain elusive to Nigeria.

When compared to the elder democracies of the Western world, Nigeria’s democracy may be termed fledgling.

In another attempt to enshrine Good Governance in the country, recent democratic administrations have organised Good Governance and developmental tours, during which officials from the federal ministry of information,

along with journalists from various media houses, inspect the progress of work on projects carried out by various agencies of the federal and state governments, and post the results on social media platforms such as Facebook and Twitter.

It was believed that this would go a long way towards ensuring that the social media is appropriately brought along, but this has not resulted in the desired impact, as the social media may be selectively involved in the delivery of good government to the Nigerian public.

1.2. Statement of the Problem

Today, the question of good governance, adequate development, and inclusive participatory government remains elusive in Nigeria. Previous administrations attempted to make governance more participatory, but their efforts were insufficient.

The consistent underperformance of our leaders, as well as massive underdevelopment, have forced this study, since social media in Nigeria may not have been playing the role that is anticipated of them in guaranteeing adequate development and participatory government.

The issue of participatory governance, in which the people have a say in which policies are implemented and which initiatives are unnecessary, has also remained elusive; this has contributed to Nigeria’s current economic challenges and a lack of investors.

Some argue that social media has not lived up to expectations in terms of development, while others argue that the political class has failed to create an enabling environment, resulting in a proclivity for exaggerating incidents, which leads to attacks and, in most cases, the loss of political careers.

1.3. objectives of The study

The primary goal of this research is to investigate the function of social media in promoting participatory government and national development in Nigeria. Other study aims include

To investigate the level of social media involvement in Nigerian administration.

To investigate the difficulties that social media pose in establishing participatory governance and national development.

To examine the effects of participatory government on Nigeria’s economic development.

To determine whether social media has an impact on Nigeria’s economic progress.

1.4. Research Questions

The following research questions were developed to guide the study and meet the study’s stated objectives:

What is the amount of social media involvement in Nigerian governance?

What are the media’s challenges in promoting participatory governance and national development?

What are the advantages of participatory governance for Nigeria’s economic development?

Does social media have an impact on Nigeria’s economic development?

1.5. Research Hypotheses

H0: Social media has little impact on Nigeria’s economic development.

H1: Social media has an impact on Nigeria’s economic development.

H0: In Nigeria, social media participation in participatory governance is low.

H1: In Nigeria, social media participation in participatory governance is high.

1.6. Significance of the research

This study would be extremely valuable to the media since it would shed light on the strength of the media and their role in supporting a stable economy and governance in Nigeria.

This study would also be useful to scholars and researchers interested in the role of social media in participatory media and national development. This study also aims to address the issue of Nigeria’s weak developmental policies and the need to operate an all-inclusive administration in order to improve development at all levels of government.

1.7.  scope of The study

The scope of this study would be the impact of social media on participatory governance and national development in Nigeria.

limitations of the Study

Some limitations of this study included, but were not limited to:

Financial constraint- A lack of funds tends to restrict the researcher’s efficiency in locating relevant materials, literature, or information, as well as in the data collection procedure (internet, questionnaire, and interview).

Time constraint- The researcher will conduct this investigation alongside other academic activities. As a result, the amount of time spent on research will be reduced.

1.8. Definition of Terms

Social media are computer-mediated technologies that enable individuals or businesses to produce, share, or exchange information, professional interests, ideas, and photographs/videos in virtual communities and networks.

The range of stand-alone and built-in social networking services accessible today makes defining difficult; however, there are several similar features: The lifeblood of the social media organism is user-generated content (UGC), users create service-specific profiles for the site or app that are designed and maintained by the social media organisation,

and social media facilitate the development of online social networks by connecting a user’s profile with those of other individuals and/or groups. Mobile and web-based technologies enable social media platforms to be highly participatory, allowing individuals and groups to share, co-create, discuss, and change user-generated content.

Governance is defined as “all governing processes, whether undertaken by a government, market, or network, whether over a family, tribe, formal or informal organisation, or territory, and whether through laws, norms, power, or language.”

It is concerned with “the processes of interaction and decision-making among the actors involved in a collective problem that result in the creation, reinforcement, or reproduction of social norms and institutions.”
