INTRODUCTION
The internet has eased corporate activities such as sorting, summarising, coding, modifying, and generating customised and generic reports in real time, across business, industry, government, and non-profit organisations.
However, it has also resulted in unforeseen effects such as criminal activity, spamming, credit card fraud, ATM fraud, phishing, identity theft, and a flourishing haven for cybercriminals to commit their heinous actions.
The advancement of the internet and increased access to computer technology has created new options for employment and business, as well as for individuals who participate in unlawful activities.
The rise of technology and online communication has led not only in a huge increase in the prevalence of criminal behaviours, but also in the birth of what appears to be a new type of criminal activity.
Both the rise in the frequency of criminal conduct and the potential appearance of new types of criminal activity present issues for legal systems and law enforcement authorities (Brenner, 2007).
While technological improvements have resulted in significant changes in the ability to replicate, disseminate, control, and publish knowledge, the Internet, in particular, has transformed the economics and simplicity of reproduction (Longe and Chiemeke, 2008).
Computer networks have also fundamentally altered the economics of distribution. With transmission speeds nearing a billion characters per second, networks make it possible to distribute information goods all over the world at low cost and virtually instantly.

1.1 Background of the Study
Immoral cyberspace users have continued to utilise the internet to perpetrate crimes over the past two decades, eliciting conflicting feelings of admiration and dread among the general public, as well as increased concern about the condition of cyber and personal security.
This situation has recently witnessed a sophisticated and astonishing increase, necessitating a prompt response in the form of laws to protect cyberspace and users. The first reported cyber murder occurred in the United States seven years ago.
According to the Indian Express, in January 2002, an underworld don was scheduled to have minor surgery in a hospital. His opponent hired a computer specialist who altered his prescriptions by hacking the hospital’s computer system.
He was given the amended prescription by an innocent nurse, which caused the patient’s death. Since 2006, every day, a sort of cybercrime has been performed somewhere in the world. Prior to 2001, the phenomenon of cybercrime was not widely linked with Nigeria.
This is consistent with the fact that in Nigeria, we realised the full potential of the internet about that time. Since then, the country has gained worldwide recognition for criminal acts, particularly financial scams assisted by the use of the Internet.
Nigerian cyber thieves are constantly evolving their tactics, making traditional techniques of tracing them ineffective. Victims demonstrate increasing inexperience and gullibility when confronted with the opportunities presented by these fraudsters.
Because the topic of cyber security has raised a variety of concerns in the minds of Nigerians, it is only right that we address them.
Crime is indefinable and constantly seeks to conceal itself in the face of growth.
As methods and procedures for identifying crimes and criminals evolve, criminals seek ways to avoid these measures, and the Internet now acts as a hiding place for fraudsters who have simply migrated from the streets to an electronic platform provided by the World Wide Web.
Depending on the nature and scope of the crime, different countries have implemented various ways to combat it. Certainly, a nation with a high crime rate cannot thrive or prosper. This is because crime has a negative impact on development. It has serious social and economic consequences. (Sylvester 2001)
