ABSTRACT
The titl e o f th e thesis is “Staff Development
a s a determinan t of Polic e work patter n and ethics :
A stud y of th e Nigeri a Polic e Force : Kaduna Command”.
As th e titl e indicates , th e aim o f th e stud y is
t o fin d ou t if trainin g and educatio n ar e importan t
determinants o f Work schedul e and work attitud e i n
t h e polic e force . I t is als 0 a n attemp t a t evaluatin g
t h e educationa l and trainin g programmes of th e
Nigeri a Polic e Forc e (NPF).
The Kaduna Polic e Command and th e Kaduna Polic e
Colleg e was use d a s th e sample . A tota l of 300
Polic e men were interviewe d and variable s suc h a s
socio-economic/educationa l variables , training , work
schedul e and Work pattern s wer e gathere d and correlate d
t o tes t th e hypotheses.
Also polic e instructor s a t th e Polic e Colleg e
wer e questione d to fin d out th e qualit y of th e polic e
instructor . Is th e averag e polic e instructo r o f a
highe r Socio-economic/educationa l leve l tha n th e
averag e polic e rank and file ? The cours e contents were
examined t o fin d ou t th e defects i n polic e training .
The finding s show tha t althoug h trainin g and
educatio n ar e importan t t o th e function s o f th e polic e
force , thes e area s ar e highl y neglecte d b y th e polic e
department . Adequat e funds ar e no t availabl e fo r
Police training so tha t only a negligibl e number
of policemen are sent for further training and
education.
The findings also show tha t the average
Police instructo r is of ‘the same Socio-economic/
educational leve l as the average policeman.
It was furthe r discovered tha t the course content
of police basic , refresher, developmental and
promotional training does not include subjects in
the humanities such as sociology, psychology, history
geography etc . to broaden the minds of the polic e
trainee .
These subjects are very important in view of
the fac t tha t the polic e man would understand the
Society better. This would forste r a bette r
Police – public relationship which is needed for
improved polic e performance.
