CHAPTER ONE
INTRODUCTION
Background of the Study
The input-output-outcome triangle is the focus of administrative efficiency studies. Farrell brought attention to the importance of studying how to evaluate efficiency for economic policymakers in 1957, when he had already begun to explore the matter. “It is important to know how far a given industry can be expected to increase its output by simply increasing its efficiency, without absorbing further resources” .
Improvements in efficiency measurement methodologies and an uptick in efficiency-related research, especially in the business sector, have occurred since then. But there is still a conceptual hurdle to determining how efficient governmental administration is.
The lack of available price data and the inability to quantify public sector outputs are two problems that stem from the fact that public administration aims to do numerous things at once. According to the United Nations (2002), the majority of countries continue to prioritise e-Government activities.
One possible explanation for the current focus on e-Government is the belief that ICT has the ability to revolutionise public administration (PA), leading to more efficient systems, higher-quality public services, more trust between PA and citizens, and the achievement of economic goals (OECD, 2003; UN, 2004).
Actually, the goals of e-Government include improving service delivery, streamlining government operations, and giving individuals more agency by increasing their access to information and allowing them to have a say in shaping public policy (UN, 2005).
Most nations’ PAs build websites, portals, and electronic service delivery to take advantage of these advantages (UN, 2002; 2003; 2004; 2005). But there are huge disparities in the rate of e-government adoption among countries. United States of America’s estimated e-Government readiness index is 0.9062, while Liberia’s is 0.0111, according to the United Nations (2005).
Countries like Haiti, Zambia, Liberia, and others have no Web Measure Index at all, whereas the US has a value of 1. Undoubtedly, the spread of the Internet in Pennsylvania depends on the political determination to gather the essential financial, human, and material assets. However, economic and social factors also play a role in its dissemination (UN, 2002).
The United Nations (2005) states that a country’s level of human resource development and the state of its technological and telecommunication infrastructure determine the readiness of its government to operate online.
“The number of variables – social, legal and institutional as well as economic and technological – which might retard the diffusion process is virtually limitless,” yet, still persists. Erumban and de Jong (2006) cite Rosenberg (1972) on page 303.
A number of recent studies have shown that cultural factors play a significant role in information technology adoption. These studies have provided explanations for why different countries have different rates of ICT adoption (Erumban and de Jong, 2006; Bagchi and al., 2004; Gong and al., 2007) and for specific technologies like the Internet, personal computers, fax machines, mobile phones, and pagers. Zghal (2001) argues that cultures contain both positive and negative aspects that can be used to either benefit or inhibit the efficient use of information and communication technology.
Therefore, the purpose of this study is to determine how PA e-Government adoption is affected by national culture. First, the term “e-Government” is defined and its historical development is detailed.
The next step is to construct the hypotheses and provide an explanation of the cultural variations that explain why different countries use the e-Government in different ways. The findings and their interpretations follow the detailed description of the technique.
Statement Of The Problem
The goal of studying how internet culture affects administrative efficiency is to find ways to make better use of different kinds of online communication so that they can help the country’s economy grow as a whole.
But if the people who stand to gain from these platforms are blissfully unaware of their existence, then the goal will remain unfulfilled. In addition, the few individuals who are familiar with these platforms do not even think about using them at their workplace because of the strict work culture. Consequently, we must find ways to address these issues if we want our economy to continue growing and developing.
1.3 The significance Of The Study
The government’s Federal Ministry of Communication Technology will gain from the research. A methodology for analysing how different types of online culture impact administrative effectiveness will be laid out. It will lay the groundwork for the ministry to modify its internet communication practices and find any gaps that need to be filled.
Additionally, it will be useful for future scholars since it will serve as a foundation for their work. The study also sheds light on the many kinds of online culture and how to effectively use them to benefit ministries and organisations that communicate through the internet.
1.4 The Objectives of the Study
Examining how internet culture impacts administrative efficiency at Nigeria’s Federal Ministry of Communication Technology is the primary goal of this study. The study’s specific goals are as follows:
In order to determine how different types of online culture impact administrative effectiveness, it is necessary to catalogue these genres.
Seeking to ascertain the nature of the connection between Nigerian administrative effectiveness and internet culture.
1.5 Research Questions
This study will take into account the following research questions:
How does internet culture impact the effectiveness of organisations’ administrative processes?
Does the way people use the internet correlate with how efficient government agencies are?
1.6 Hypotheses
It is believed that the following will provide light on how internet culture influences the efficacy of the Federal Ministry of Communication Technology’s administration:
Ho: The Federal Ministry of Communication Technology‘s ability to run efficiently is unaffected by internet culture.
Hi: The effectiveness of the Federal Ministry of Communication Technology’s administration is substantially impacted by internet culture.
Ho: The culture of the internet has little bearing on the effectiveness of administrative processes.
Hi: Administrative efficiency is significantly correlated with internet culture.
1.7 Limitations of the Study
The researcher encountered only one obstacle while doing this study, and that was the time it took to obtain data from the different respondents. Because of their hectic schedules and the nature of their job, most respondents were hesitant to fill out the questionnaires that were given to them. The researcher nearly ruined the study’s chances of success because of how difficult it was to get responses from the different respondents.
1.8 The Scope of the Study
Using the Federal Ministry of Communication Technology as a case study, the study examines the impact of different aspects of internet culture on administrative efficiency.
These aspects include online communities, online multi-player gaming, wearable computing, social gaming, social media, mobile apps, augmented reality, and texting.
1.9 Definition of Terms
The Internet is a system of interconnected computer networks that uses established protocols to provide users with a wide range of information and communication services.
Culture on the internet refers to the study of many social phenomena linked to the internet and other emerging network communication technologies.
Being efficient is the definition of efficiency. It means getting the most done with the least amount of work or money spent.
Administrative efficiency refers to a company’s or organization’s ability to get things done while using as little resources (human, financial, time, etc.) as possible.
