CHAPTER ONE
INTRODUCTION
Background to the Study
The history of university library development in Nigeria can be traced back to 1948, when the University of Ibadan and its library were established.
According to Aguolu (1996), there has been an unrelenting increase in the establishment of educational institutions at all levels, particularly university education, since independence in 1960. Nigerian governments have continued to invest heavily in education.
It should be noted that university libraries, as integral academic components of universities, generally emerged concurrently with their parent institutions. As a result, there are as many university libraries as universities.
Despite the country’s economic downturn since the 1980s, the proliferation of universities has exacerbated the problems of universities and their libraries to the point where their future is uncertain.
In addition to these issues, there are issues with Information and Communication Technologies (ICTs) in Nigerian universities as they relate to library development. Since the 1970s,
when the problem of the literature explosion became apparent, the developed world has devised various systems to facilitate the flow of information both within and across countries, and developing countries are invited to use these devices.
This invitation, however, is not always readily accepted by developing countries such as Nigeria due to a number of mitigating factors.
These include human factors, fear, and the nation’s level of development and infrastructure, among other things.
The case of modern technology application in the library should begin with the acceptance of new technology as essential to the effective operation of the library, performance of the library’s functions
