INTRODUCTION: The census has long been a trustworthy tool for government decision-making, administration, and planning. According to Robert M. Groves, Director of the United States Census Bureau (2010), an updated census is essential for distributing funds to areas in need and supporting community decisions and future planning.

The growing complexity of modern life necessitates a greater need to plan housing, schools, roads, transportation, and a wide range of other social and economic needs for the nation.

This cannot be accomplished without a thorough census of the people. Some organisations or governments, such as the National Population Commission (NPC), manage censuses on an official basis.

The placement of computers in these organisations or bodies that control census information will help not only with speedy data recording but also with solving certain difficulties that cannot be easily solved manually.

Human resources are considered to be an enterprise’s most valuable assets if they are effectively harnessed and encouraged to accomplish their assigned jobs in such a way that they contribute to the enterprise’s goals and objectives.

As a result, adequate population records will provide all of the necessary information associated with people, such as population size, age structure, educational attainment, labour force, and socioeconomic characteristics, as opposed to the manual method, which makes data and information access time-consuming.

The researcher was motivated to design software for the National Population Commission (NPC) for several reasons, including the integration of several databases so that they could be integrated and processed simultaneously.

1.1 Background of the Study

Census taking in Nigeria dates back to 1966, when our colonial masters colonised Lagos. Since then, there have been various attempts to count Nigeria’s population. However, these censuses are fraught with challenges, as well as deliberate and ill-intentioned attempts to inflate population estimates in favour of one geopolitical zone over another.

This does not reflect the nation’s image in terms of population. As a result of this, the National Population Commission (NPC) was founded under Decree No. 23 of 1989. The idea behind this was to have effective censuses with reliable demographic data.

The National Population Commission (NPC) has extensive authorities and tasks, including conducting periodic population enumerations through censuses and sample surveys.

Establish and maintain the machinery for continuous and universal registration of births and deaths. To collect, compile, and publish data on migration statistics. To reach out to and monitor the national population, as well as to establish a national population information database.

Nigeria continues to rely on foreign data banks for population estimation. (1.2)

There are numerous issues preventing the National Population Commission from maintaining consistent, credible numbers and estimations. These are the additional reasons why the researcher engaged on this investigation.
