CHAPTER ONE
THE STUDY’S BACKGROUND
Introduction
Oyegunle (2013) defines an academic library as one that is attached to an academic institution above the secondary school level and serves the teaching and research needs of students and faculty. Academic libraries serve two complementary purposes: they support the school curriculum and they support the research of university faculty and students.
According to Otubelu (2010), academic libraries in tertiary institutions serve as the hub of all academic activities, and such libraries have always emerged almost concurrently with the Libraries provide useful services to the user community by selecting, acquiring, and organizing information sources that support the overall vision and mission of their parent institution. The development of a library collection at an academic parent institution is a collaborative effort between librarians, teaching faculty, and students.
An academic library’s philosophy focuses on providing active learning spaces and diverse services to meet the diverse needs of students, faculty, staff, and the entire parent institution (Oyegunle, 2013). A poor collection can have a negative impact on the institution. It is critical that libraries be developed to meet the aspirations of their patrons. Achieving is becoming a herculean task.
Libraries have always faced significant funding challenges. Libraries cannot generate enough funds to run their services on their own. They rely on funds provided by their parents’ institution, which are almost always insufficient to meet library needs.
Impediments to library (circulation) services caused by an increase in user information needs and (cost of information resources) without a corresponding increase or provision of modern facilities. There is a real lack of funds to build, procure, and maintain basic infrastructure and equipment.
Other recent challenges include collection digitization, electronic access, competition from online search engines, information literacy, value-added services for new students and faculty, and the education and skills required by today’s libraries to address these issues (Oyegunle, 2013).
Many self-help options have been considered in the face of ongoing budget cuts and reduced allocations from governments and proprietary authorities to libraries. While Lawal (2002) believes in “partial recovery of academic cost,” the process by which students’ sources are recovered, Popoola (2005) believes that managers of information systems should embark on priced-based information services in order to recover their costs.
He reiterated that libraries must be capable of generating revenue and profit using appropriate pricing policies, and he concluded that any good or service provided for free is never valued. Apart from moderate charges on photocopying, bindery services, and library services fees paid in some institutions, the success of implementing this option in our libraries has not been reported in the literature.
Donations/gifts from organizations, friends of the library fund raising campaigning, and alumni support are other significant areas where libraries have generated support for services through special grant-in-aids. An attempt is made here to assess the role that grant-in-aids, donations, and gifts play in supporting library funding and services in Cross River State, Nigeria.
